The Dilemma Of Government Function In The Rural Tourism Development

As economy is developing rapidly,consumer demand is increasing sharply and the pressure on urbanization has been increasing,villages,as an important component of society,have become the new focus of economic development..The resources of villages are inadequate in some aspects while abundant in others.The government has great potential for achievements in making rational use of village resources and realizing sustainable development of villages.As a quite representative village industry,tourism industry is burgeoning in the recent years.The resources are both wealth and bottle-neck.The government is both the pioneer and the supervisor in the development of rural tourism.The service-oriented government confronts full-scale challenges in how to_break the dilemma of rural tourism development and how to balance the needs of various interest groups in the development.This study takes the "Peng gong Island" rural tourism project in Fuzhou City as the access.The performance conditions of the government in the development of rural tourism is analyzed by means of participatory observation,investigation and visiting,accompanied with investigation of the development of tourism.It is found that the government played a dominant role in the development of rural tourism.It contributes positively especially in the improvement of the appearance of the village,capital investment support and image brand building,etc..However,at the same time,contradictions often appear,such as,the village industry construction is warmly welcome in the higher level of the society but not in the base level,the cadres are working hard in this issue but the masses do not appreciate the working,and the amount of industries is large but few of them are competitive,etc..This hinders the sustainable development of village industry to some extent.This paper discusses the performance of government functions in rural tourism development with the background of rural revitalization strategy.In the process of village industry development,the government is prone to fall into plights,such as,formalization of planning,taking too much responsibilities,dislocation of the roles,obvious absence of village as the main part,and inadequate integration of resources,etc..The main reasons of these problems are lack of understanding,lack of Lack of talents and unclear definition of rights and responsibilities.The government should take effective actions in aspects of insisting scientific planning,clarifying position responsibilities,strengthening team building,improving farmers' capability,and coordinating and dispatching resources,etc,so as to get villages with a nice view,farmers with vitality,profitable industries and cooperation of all parties,realizing the orderly,healthy and sustainable development of the village industries.
