An Analysis Of The Legalization Of Precision Poverty Alleviation In China

Our country has determined a unified development direction,which is the two centenary goals.In addition,we have also established the overall goal in the future development process,that is,to achieve a well-off society in our country in general,guided by these goals and directions,the issue that the party and the country attach the most importance to is the issue of poverty alleviation,which is the primary issue for achieving development.Since the founding of New China,China has accelerated the construction of key issues,deepened reforms,and large-scale poverty alleviation.The number of poor people has decreased significantly,becoming the earliest developing country in the world to achieve the United Nations Millennium Development Goals.Has made outstanding contributions to the cause of poverty reduction.The Party Central Committee with Xi Jinping at its core has adjusted the poverty alleviation strategy in a timely manner and proposed a precise poverty alleviation strategy in light of the new economic normality and the new practical difficulties in poverty alleviation.This is the development of poverty alleviation work in China.The inevitable requirement to the new stage is also the need to build a well-off society in an all-round way and finally achieve the goal of national rejuvenation in our country.With the continuous development and implementation of the targeted poverty alleviation strategy,the constitutional rights of the people in the poverty-stricken areas,especially the social rights,have gradually been more and more guaranteed,and the poor have the right to an appropriate standard of living,health,labor,and education.After the rights have been fully realized,China's poverty alleviation work has achieved world-renowned achievements,and has provided Chinese wisdom and Chinese solutions to the world's poverty reduction.However,as China's poverty alleviation work enters the final sprint stage,in order to prevent return to poverty,consolidate the achievements of poverty alleviation,and maintain the efficiency and long-term effectiveness of targeted poverty alleviation,targeted poverty alleviation must be ruled by law.Therefore,this topic focuses on the core theme of "legalization of precision poverty alleviation",combs the normative basis of precision poverty alleviation,and points out the existing problems of legalization of precision poverty alleviation.It can be divided into four aspects,the basic concept of law,the formulation of law,the implementation of law,and judicial.It has made comprehensive suggestions on the legalization of precision poverty alleviation,and guided the work of precision poverty alleviation with legal thinking and methods to ensure that the overall goal of fully building a well-off society can be achieved as scheduled by 2020.Specifically,this study is mainly divided into four parts:The first part is an overview of targeted poverty alleviation.This part is mainly about how to propose targeted poverty alleviation,explain clearly what poverty alleviation is,what it means,and how to actually implement the poverty alleviation work,and the achievement of the constitutional rights in targeted poverty alleviation in China,including the right to an adequate standard of living,the right to health,the right to labor,the right to education The achievement of cultural rights and social security rights.The second part is the normative basis of targeted poverty alleviation,including the legal basis and normative document basis of targeted poverty alleviation.The legal basis of targeted poverty alleviation analyzes the constitutional and international legal basis of targeted poverty alleviation.The normative documents for precise poverty alleviation are based on a partial review and analysis of the party-level normative documents at the central level,government normative documents,party-government jointly issued normative documents,and local-level local regulations.The third part is the connotation and existing problems of the legalization of precise poverty alleviation.First,it interprets the connotation of the legalization of precision poverty alleviation,and then analyzes the practical problems that exist in the legalization of precision poverty alleviation,including weak awareness of the rule of law,imperfect legislation,irregular enforcement,and lack of judicial relief.The fourth part is to perfect the legalization of precise poverty alleviation.According to the previous analysis of the problems in the legalization of precision poverty alleviation,specific suggestions for the improvement of the legalization of precision poverty alleviation are put forward,including:1.Strengthen the propaganda of the rule of law and enhance the procedures for targeted poverty alleviation;4.Fair justice,strengthen judicial guarantees for targeted poverty alleviation.This part is the focus of this study,and it is also the foothold of the study.Finally,the conclusion,to summarize the article as a whole.
