Research On The Mechanism Of Promoting Public Participation By "Asset-based Community Development"

With the social transformation of our country in the 1990s,the measures on community governance have been constantly changing.How to truly realize public participation in grassroots governance has also become the content of tackling difficulties in community governance.The author refers to the literature to understand the exploration of public participation in the development path of community governance at home and abroad.In the long-term development of community governance in our country,the phenomenon of insufficient public participation is caused by various reasons such as insufficient social security and public psychological burden.The long-term development of community governance is closely related to public participation.Therefore,the topic of this paper focuses on the research of the mechanism of public participation in order to promote the progress of community governance.In this paper,the first community garden located in an open block,KNOWLEDGE&INNOVATION COMMUNITY GARDEN,is selected as an analysis case.Through a one-year field investigation,the community construction activities of KNOWLEDGE&INNOVATION COMMUNITY GARDEN are observed and 16 interviewees are interviewed in depth.The community asset categories around the community are analyzed,the participation of residents in the activities of KNOWLEDGE&INNOVATION COMMUNITY GARDEN in the surrounding community is observed,and the connection process of residents' community participation in the transformation process and community development network is understood.With the evolution of community construction activities in KNOWLEDGE&INNOVATION COMMUNITY GARDEN,the community residents' willingness and ability to participate have been gradually improved in stages,from negative public participation,which is full of complaints about community problems,to self-development public participation,which is eager to solve specific public issues in the community and to develop personal interests and hobbies.With the improvement of the willingness to participate and the increase of the ability to participate,the integration and development of public participation based on rights and interests appeal and self-development has become an active leading type of community participation.In this process,the perspective of community evaluation has changed from"demand-oriented" to "asset-oriented",which has changed residents' subjective consciousness and improved residents' public participation.In the process of public participation in the transformation,the relationship construction continues to deepen,and community assets are continuously excavated,upgraded and consolidated,thus forming an asset network conducive to community development.Assets at the individual level,social environment level and spatial environment level are continuously incorporated into the asset network,while continuously expanding and extending.In addition to the promotion of the development of the community's asset network,the construction achievements of KNOWLEDGE&INNOVATION COMMUNITY GARDEN Community have been spread to other communities,and more community assets have been integrated into KNOWLEDGE&INNOVATION COMMUNITY GARDEN Community's asset network,thus realizing the further spread of community governance achievements.With the help of ABCD,the transformation of public participation is realized in the process of transformation from "needs-oriented" to "asset-oriented" through the excavation of surrounding assets,and suggestions for the mechanism construction of public participation are put forward:the establishment of mechanisms to resolve community conflicts,community community mechanisms,community self-organization and other mechanisms,and the asset-based community development model provides some experience and reference for the effective development of community governance.
