With the deepening of the aging population in China,the number of the elderly with dementia is also increasing.Shanghai is the first city in China to enter into the aging process,the problem of the overlapping of dementia and disability in the elderly population is prominent.Due to traditional morality,economic burden,care quality and other factors,most family members of the elderly with dementia choose to care for the elderly with dementia at home.The elderly with dementia is different from the ordinary disabled elderly,In the process of long-term care for the elderly with dementia,their family caregivers bear great physical and mental pressure,which makes the quality of life of family decline and get into trouble.Therefore,it is necessary to study the living conditions of the elderly with dementia and their families,and explore how to build a supportive policy system for home care for the elderly with dementia,so as to improve the quality of life of the elderly with dementia and their families.This study takes P District in Shanghai as an example,through theoretical research and practical investigation,attempts to build a supportive policy framework for home care for the elderly with dementia,and discusses the current situation and difficulties of home care for the elderly with dementia in P District,the content,effect and existing problems of the existing supportive policies,and makes corresponding suggestions.The study found that the difficulties of home care for the elderly with dementia in P District of Shanghai are mainly reflected in three aspects:double exclusion for lack of disease awareness,arduous care tasks that make the family caregivers physically and mentally tired,lack of care ability and lack of care resources lead to poor care quality.On the basis of combing the special and universal supportive policies for home care for the elderly with dementia in P District of Shanghai,through the analysis of interview data,it is found that the existing supportive policies can alleviate the care burden of some cognitive elderly families.but there are still many problems in the existing supportive policies,which are mainly reflected in the limited satisfaction of the care needs of the elderly with dementia,insufficient support for family caregivers of the elderly with dementia and fragmentation of the construction of a dementia friendly environment.Therefore,this study proposes to improve the existing supportive policies from the following three aspects.First of all,through the development of cognitive elderly care service package,improve the cognitive professional care ability of elderly care institutions,promote the development of professional cognitive care team,so as to promote the development of cognitive elderly formal care service system.Second,it is necessary to establish a variety of supportive policies centered on family caregivers of the elderly with dementia,include building community support and health service network,building skills training system,making care allowance and other policies to support the home care of the elderly with dementia.Finally,it is significant to build a dementia friendly cultural environment based on the community,and gradually promote the transformation of the dementia friendly physical space environment,so as to achieve the construction of the dementia friendly environment.
