| Community governance is the foundation of social governance,in the process of community governance,the governance of the old community is a major difficulty.There are a lot of problems left over from the history of the old community,including "dirty and poor" living and health environment,aging infrastructure and incomplete supporting facilities,lack of governance funds,public order disorder,indifferent interpersonal relationship,residents’ enthusiasm to participate in the community affairs is not high.This kind of governance needs a focused process from the big governance background to the small governance environment,and also needs the integration process from the small governance environment to the big governance environment.In this process of governance,the active participation and benign interaction of multiple subjects are needed.Under the guidance of the social work theory and values,social workers get involved in the community governance and explore and analyze the living environment of the old community through long-term field observation and interview.According to the needs of residents to determine the service objectives,design a phased service plan,and gradually carry out the service.This provides theoretical guidance and practical ideas for social work in the process of residents’ autonomy in old urban communities.With the help of the internship opportunity,the author went deep into X community and learned about the situation of X community through field observation and investigation.And participate in the intervention process of community residents’ autonomy.This paper consists of six chapters,the first chapter is the introduction,including the research background and research significance,domestic and foreign literature review,research ideas and methods.The second chapter is an overview of X district of chengdu,and the predicament of governance,including four aspects:one is the governance environment on the basic living environment and public health environment is poor,the second is management resources,poor governance funding and public infrastructure equipment ageing and the configuration is not complete,the third is the governance body on residents’ position is not clear,community residents without property and self-organization,four is management order,residents autonomy consciousness weak,community management order.The third chapter is the feasibility analysis of social work intervention in the old community autonomy,mainly from the concept and method of social work and the role of social workers in the old community autonomy to analyze the feasibility of social work intervention.The concept and method of social work provide direction guidance and technical support for the community autonomy,promote the government to change the governance concept,promote the community to change the way of work,provide the development space for the multi-governance subjects,and promote the formation of residents’ consciousness of autonomy.The role played by social work(service provider,guide,enabler,resource coordinator,researcher)forms a solid guarantee for the autonomy of community residents.The fourth chapter introduces the practical intervention process,through the needs of the community residents,determine the service objectives,and make a phased service program,and then carry out the service.The service process is mainly divided into four stages.The first stage is the matching stage of supply and demand and the establishment of professional relations.The second stage is the community mobilization stage,mining residents backbone,renovation of the community environment,the establishment of the community council.The third stage is to consolidate the achievements of the stage,the establishment of community cultural and art clubs,the formulation of the residents convention.The fourth stage is the service follow-up stage,which is mainly to adjust the role and give the residents autonomous space.The fifth chapter is the effect evaluation of social work intervention process,mainly from the current situation of community governance(community living environment,sanitation environment,management order,etc.)and social work service efficiency(service process completion degree,residents’ satisfaction,etc.).Chapter six is the conclusion and discussion.The main findings of the author are as follows:first,social workers should provide services based on the differentiated needs of residents and give space for the development of autonomous subjects.Second,be clear about your role in the process.Third,the old community governance needs the participation of multiple subjects to build a solid autonomous network.Through practice,professional reflection is mainly as follows:to improve the comprehensive ability and quality of social workers,learn to deal with the relationship between social workers and the community,and strengthen professional ability in the process of community integration and residents’mobilization and organization. |
