Research On The Government Function In Community Home-based Elderly Care Service

The aging of population is the development trend of the world population,and China is also accelerating into the aging society.With the increasing proportion of the elderly population,the problem of providing for the aged has become a problem we have to think about and solve.Nowadays,the family pension makes the pressure of the young and middle-aged generation multiply.Under the circumstances of the policy of the old and the young,especially the two-child policy,the young and middle-aged generation is even more unable to support the elderly by themselves.The supply of social pension institutions is insufficient,and the elderly are affected by traditional concepts,and their recognition of institutional pension is not high.In this situation,the community home-based pension should be a model worthy of great development.As the leading department of public management,the government is responsible for this major livelihood issue.Our government has been making great efforts in the development of community home-based elderly care services.The government plays its own functions in formulating policies,implementing supervision,supporting and cultivating social organizations,and has achieved some results,but there are still some problems.Based on the data review and on-the-spot investigation,taking "sunshine elderly" in Gongshu District of Hangzhou City as an example,this paper analyzes the feasibility and existing problems of the government in the community home-based pension business.On the basis of the above,this paper puts forward the following problems in the current community home-based elderly care service in our country due to the absence or dislocation of government functions:"the boundary of government responsibility is unclear,the relevant legal system construction is incomplete","the service employees are insufficient,the salary and remuneration are generally low","the service professional level is not enough,the training system is not perfect" and "the government financial investment is limited,and the personality is not enough" The demand is hard to meet.This paper explores the characteristics of community home-based pension services in western developed countries such as Britain,Canada,Germany and Asian developed countries such as Singapore and Japan,and analyzes the performance of their government functions.Based on the experience of foreign countries,combined with the investigation and analysis of "sunshine elderly" in Gongshu District,Hangzhou City,this paper puts forward the following suggestions for the government function in the community home-based elderly care service:"clear the leading position of the government,improve the relevant legal system construction","attract the employment of service personnel,and encourage the whole people to participate in the service" "Improve the professional training system,improve the professional level of service" and "create a good social fashion,broaden service financing channels" and other optimization paths.Finally,from the perspective of "promising government" and "service-oriented government",it points out that the development of community home-based elderly care service is the government's unshirkable responsibility,and the government can play a great role in the embodiment of its own functions.
