The problem of poverty is becoming more and more prominent,which has long aroused great concern from governments around the world.As the largest developing country,China has achieved remarkable results in its "precision poverty alleviation"work in recent years.However,at the key point of achieving a comprehensive well-off society in 2020,China still has social problems such as the widening gap between the rich and the poor,the deepening of class solidification,and the increasingly prominent generational poverty.At the same time,the anti-poverty effect of the social security system has initially appeared.Most of the poor people in our country are distributed in concentrated and contiguous areas of deep poverty.The long-term poverty status of families has caused the intergenerational transmission of poverty,and the poverty blocking effect of existing policies still needs to be optimized.In the critical historical period of eradicating absolute poverty and achieving a comprehensive well-off society,it is reasonable to consider improving the social security system to block intergenerational poverty among families as an important part of poverty alleviation and development in the future.This article first sorts out the relevant domestic and foreign literatures on social security participation and affecting the intergenerational transmission of poverty,and then introduces the related concepts and theories of the social security system and intergenerational transmission of poverty.Secondly,it describes the current situation and problems of my country's social security participation and poverty intergenerational transmission in combination with a micro-database.Analysis of the status quo shows that on the one hand,although the coverage of the social security system continues to expand,the occurrence of poverty has certain urban-rural and regional differences,and the problem of intergenerational transmission of poverty persists.On the other hand,the poverty incidence rate of the pension-insured groups is lower,and the poverty incidence rate of most medical insurance-insured groups has also declined.Finally,by matching the sample data of the parents and children,the key variables are controlled,and different groups are divided to study the blocking effect of family social security participation on the intergenerational transmission of poverty.The study found that,first,the basic pension insurance for children can effectively block the intergenerational transmission of family poverty,and the supplementary pension insurance for children has no significant effect on female poverty blocking.Second,the number of fathers' supplementary pension insurance and child's pension insurance has a significant blocking effect on the intergenerational transmission of poverty among urban households.Third,the number of children's basic medical insurance and medical insurance coverage can have a positive effect on the intergenerational transmission of poverty.Fourth,the participation of fathers in basic medical insurance is not conducive to the alleviation of intergenerational transmission of poverty among urban families.Fifth,the number of child job guarantees can effectively block the intergenerational poverty of poor families.In order to give full play to the role of social security in blocking intergenerational transmission of family poverty,this paper combined with the results of empirical analysis,put forward targeted countermeasures and suggestions.First,improve China's current pension security system to better play the role of poverty blocking.Second,improve the social medical security system to prevent the negative effects of information asymmetry.Third,expand the scope of job security and promote the institutionalization of job security.Fourth,pay attention to the role of family mutual assistance in blocking poverty.Fifth,pay attention to the population and geographical differences where intergenerational poverty occurs,and give vulnerable groups appropriate system guarantees and policy preferences.It is hoped that by further optimizing the social security system,improving the poverty security system,and taking multiple measures to block the intergenerational transmission of family poverty.
