Administrative Logic On Resource Mobilization Of Rural Targeted Poverty Alleviation

In the context of China's rural areas turning from absolute to relative poverty,“targeted poverty alleviation” emerged,as an important means,for dealing with rural poverty under the new situation.In practice,administrative force is the leading one to promote rural poverty alleviation in China.And from government perspective,targeted poverty alleviation is a top-down comprehensive governance campaign for poverty-stricken areas.Therefore,it is of great significance to study governmental actions during poverty alleviation and find out the logic of governmental poverty for enriching national targeted poverty alleviation.The author adopts the methods of literature research,participant observation and interviews and resource mobilization to explore the problems of governmental targeted poverty alleviation in rural areas.Firstly,through reviewing the poverty alleviation history and learning the focus of governmental poverty alleviation in Stone Town,she summarizes the historical characteristics.Secondly,from a reflective view,the author analyzes the disadvantages of resources and administrative actions and explores the administrative logic.Finally,from the perspective of resource mobilization,she analyzes the deficiencies of targeted poverty alleviation in Stone Town and gives productive opinions.It can be found that the logic of government in Stone Town is continuously excavating and integrating rural resources,improving government internal interaction and increasing resource utilization rate to help the rural develop by analyzing the administrative actions in resource mobilization.However,there are still some defects in combing resource mobilization with practice,which is the lack of using external conditions.In addition,the defects of governmental administrative actions are the poor continuity and professionalism and limited mobilization ability.And targeted poverty alleviation has been impeded by the poor householders' weak initiative,insufficient investment in infrastructure construction,unreasonable use of poverty alleviation funds and imperfection of assistance system.For the purpose,the author consider that,in according to the basic logic of resource mobilization theory,the government system mobilization can be enriched by social mobilization.There is no wonder that China's rural poverty alleviation can be developed smoothly and we can achieve targeted poverty alleviation if the government maximize resources and improve rural targeted poverty alleviation system by using more professional and effective strategies.
