| China is the country with the largest number of disabled people in the world.Protecting the basic rights and interests of the disabled group is not only a concrete manifestation of the humanitarian spirit,but also an obligation that government departments must assume.The most important thing is to achieve equal employment for the disabled,because solving the employment problem of the disabled can not only promote the improvement of the living standards of the disabled,the relief of family pressure and the realization of their own values,but also the satisfaction of the disabled for a better life.The pursuit of better integration into society.However,since the end of the 1970 s,with the transformation of my country’s economic system,a large number of welfare companies responsible for solving the employment of the disabled have been eliminated by the market due to the backward management concepts.The employment problem of the disabled has become more serious,which makes Our government must find a new way to solve this problem as soon as possible.For this reason,my country began to learn from abroad in the 1980 s and 1990 s,and introduced the proportional employment system to the country and promoted it nationwide.At first,the policy did yield good results,and the employment rate of disabled persons was once the same as when concentrated employment.However,with the passage of time,the policy faces the problem of insufficient stamina and stagnation.Therefore,it is urgent to analyze the problems of this policy and propose corresponding countermeasures.As a tool to analyze the effect of policy implementation,the Smith model has been unanimously recognized by scholars since its birth in 1973.Its theoretical model also has a very strong guiding significance for analyzing and optimizing the proportional employment policy.Therefore,this article selects the implementation effect of Jilin Province as a research case,analyzes the content of the proportional employment policy for the disabled in my country and the problems in the implementation process with the Smith model,and then proposes corresponding solutions based on the experience of developed countries.According to the data released by the Disabled Persons’ Federation and the analysis of the literature on the effect of the implementation of the proportional employment policy for the disabled,it is found that although the policy has achieved certain results at the beginning of its implementation,it has generally not reached the desired ideal state.The content of the proportional system of the policy itself and the content of the disability insurance fund are not very complete,resulting in the failure of the public sector to play a leading role in the implementation process,the disability federation and other institutions unable to provide effective services,and the lack of cooperation from employers such as enterprises.In this way,the fairness,binding force,and implementation effect of the proportional employment policy will inevitably be greatly compromised.However,the proportional employment policy is my country’s main starting point for solving the employment of the disabled,and it is the most strongly promoted method at the national level,and it is indispensable for solving the employment of the disabled.For this reason,the design of the system must be strengthened to ensure its function.Based on the theoretical framework of idealized policy,executive body,target group and policy environment in the Smith model,this paper proposes pertinence in terms of improving policy content,strengthening the authority of executive body,enhancing the competitiveness of target groups,and creating an environment that facilitates policy execution.Measures,in turn,enable policies to more effectively solve the employment problems of the disabled and avoid policy failures. |
