A Study On The Rural Governance Administration

Villagers' autonomy is the core of effective rural governance.Since China promulgated the Law on Organization of Villagers Committees(trial)in the 1980 s,the system of villagers' autonomy has played an important role in promoting the development of democracy at the grassroots level and maintaining the stability of social order at the grassroots level.With the rapid development of China's economy,social development has also entered a transitional period.The government's focus of work has shifted down,and a large number of administrative affairs in rural areas have increased,which has increasingly strengthened the tendency of rural governance administration.Villagers' committees,which belong to mass autonomous organizations,undertake a great deal of administrative work.Since the villagers' self-governance system and Villagers' committee are promoted from the top down by the government,they have the gene of administration since their "birth".To explore the causes of rural governance administration,on the one hand,there are external reasons for the government to strengthen grassroots governance from the top down;on the other hand,there are also internal needs of the Villagers' committee to obtain resources from the government from the bottom up to carry out active administration.As the country puts forward the goal of improving the rural governance system,it is particularly important to find the correct orientation and direction of rural governance,especially villagers' autonomy,which is not only related to the development of the whole social management system,but also related to the realization of grassroots democratic autonomy in rural areas in China,or an important way to realize the transformation of government functions.In this paper,on the basis of theoretical analysis and research,by means of embedding theory and resource dependency theory,the integrated use of literature research,interview method,Baisha town in Zhaoqing city Jiangnan district administrative villages as the research object,analyzes the present situation of the rural governance security administration,causes,practical significance and limitations,and carry out specific analysis on the plight of the problems in the practice.On the basis of acknowledging the necessity and rationality of the administration of rural governance at the present stage,this paper puts forward thegovernance path of straightening out the system and mechanism of rural governance,loosening the restraint and reducing the burden of Villagers' committees,so as to realize the effective connection and benign interaction between the government administration and the masses' self-management.
