Research On The Government Response Of Network Petition

As an important field to facilitate the free input of the will of citizens and the orderly output of the will of the state,the petition serve as an intermediate bridge between the true uploading of public opinion and the accurate will of the party and the state.Under the current social transformation background of the development of network information technology and the modernization of civil rights claims,interest relationships are complex and the workload of petitions is showing a blowout trend.Traditional paper media petition channels are becoming increasingly narrowed,and network petition is inevitable.As an emerging method of direct communication between individuals and the government,network petition has been vigorously promoted in recent years.Especially since the Third Plenary Session of the 18 th CPC Central Committee,the number of network petition has risen sharply.Under the guidance of the State Bureau for letters and visits,the country began to establish a petition information system,and formed a network petition pattern at all levels.As an excellent representative of online petition processing unit,Chengdu Bureau for letters and visits attached great importance to the development of network petition.It not only relied on multiple channels to accept and respond to petitions,established an effective government response mechanism,but also consolidated online and offline government response processes.However,there are also some problems in the government response of network petition in Chengdu,such as the standardization of government response process needs to be improved,government response content coverage is not complete,the speed of government response is not timely enough,the results of government response are unsatisfactory,and the information of government response is not open and transparent enough.In a word,the government response capacity needs to be improved.The main body of the thesis is composed of six chapters.The first chapter is the introduction,which mainly introduces the research background and significance,the current research status at home and abroad,theresearch content and research methods.The second chapter mainly introduces the core concepts and research supporting theories.It mainly analyzes the connotation of network petition and government response,and then reviews and combs related theories.The third chapter provides a comprehensive and detailed introduction to the general situation of network petition and government response in Chengdu from 2016 to 2018,including its basic situation,operation mechanism and process,main measures and existing problems.The fourth chapter comprehensively constructs the government response framework of network petition from the four aspects of government,public,petition matters and external environment.It also introduces the data sources and the design of the dependent and independent variables.The fifth chapter collects the data from the Chengdu Petition Website in2016-2018 and conducts an analysis.Descriptive statistics and text analysis are conducted on the data of Internet users' demands and government responses on the network petition platform.Based on the correlation analysis,the method of logistic regression analysis was used to examine the impact of factors such as processing level,involved level,involved department,speech emotion,petition times,registration level,type of petition,and scope of influence on the response quality,response speed and response results of the government.Finally,the validity and robustness of the relevant tests were carried out to enhance the persuasion of the research.Based on the above analysis,the sixth chapter puts forward some suggestions to improve the government response,such as establishing a sense of service,strengthening the publicity of petitions,promoting the supervision and responsibility implementation of petitions,strengthening communication and assistance between vertical levels,strengthening cooperation within and across government departments,and focusing on tracking and feedback after the petition.
