Research On The Urban Road Traffic Management Of Xiamen

With the rapid development of the urbanization process,higher requirements on the road traffic environment have been raised in all cities.Good road traffic is a powerful guarantee to promote urban construction.Traffic,just like an artery,connects every vital section like social production and the life of citizens.Therefore,the significant task of the urban road traffic management is to take reasonable and targeted measures to solve the current traffic problems effectively.From the perspective of public management,the thesis analyzes the urban road traffic management of Xiamen City by using research methods such as literature research,field research and comparative analysis,combining the theory of network governance and collaborative governance.First,based on the current situation of urban road traffic management in Xiamen,the thesis analyzes the present situation of the road traffic,the main body of management,the management measures taken at current stage and some accumulated management experience in Xiamen.Second,through the analysis of the current situation,various problems existed in the process of urban road traffic management in Xiamen was identified,such as the overlapping of main authorities,the lack of foresight in planning,the necessity to improve intelligent management,the lack of management force and the weak foundation of road traffic management outside the main island(districts in Xiamen except Siming District and Huli District).The main causes of the problems are the imperfection of the comprehensive coordination management mechanism and the lack of technology application and talent reserve.Besides,there is the fact that the management methods cannot keep up with the changing format of traffic development lead to the problems as well.Furthermore,the complexity of management objects,the backward development of management forces and the lack of attention on the road traffic management outside the main island(districts in Xiamen except Siming District and Huli District)are also the main reasons.For the last part,based on the current status of Xiamen,the thesis puts forward the measures that strengthen the urban road traffic management mainly from the following five perspectives: intensifying the road traffic management system,clarifying the urban traffic management policies,accelerating the modernization of road traffic management,improving the level of urban road smoothness management and strengthening the prevention and control capacity of urban road traffic safety.
