Research On The Function Orientation Of Haizhu District Government In The "Three Old" Transformation

Since China took the reform and opening up policy,the economy of Guangdong province has developed rapidly,and a large number of land resources have been consumed,resulting in increasingly prominent contradiction between the supply and demand of land resources.In order to ensure the sustainable development of Guangdong province,the central government has provided special preferential policies of carrying out the "three old" transformation for Guangdong province.With the "three old" transformation work gradually developing deeply,from the analysis of external development environment,China's economy began to enter a new stage of development,especially the virtual economy shows the trend of vigorous development.From the internal point of view,various problems gradually emerged in the "three old" reform policy system in the actual operation.Driven by economic interests,most projects only pay attention to short-term benefits,but not to social and public benefits;A series of social contradictions and conflicts are caused by the unreasonable distribution of project income.In the central area of Guangzhou---Haizhu District,the government played an important role in the "three old" transformation and achieved certain results.But there are also many problems,which restrict the exertion of the functions of the government.Therefore,it is of strong practical significance to research position of Haizhu District government in the "three old" transformation to improve the government effects.This paper selects Haizhu District of Guangzhou as an example.First of all,the concepts of "three old" transformation and government functions are defined.The literature on the research of government functions in urban renewal and transformation at home and abroad is systematically sorted out.From the perspectives of public choice theory,new public service theory and local development government,we understand the duties to be performed by the government in the transformation of the "three old" transformation and build a theoretical foundation for analysis and research.Secondly,conduct in-depth research and field visits on the "three old" transformation in Haizhu District,and introduce the current status of the "three old" transformation in Haizhu District from the four aspects of history,goals,progress,results,etc.Analyze the current status of government functions in the "three old" transformation in Haizhu District from government function structure,government function and government function transformation.Thirdly,based on the current status,issue questionnaires and conduct interviews to personnel,developers,and people of the government departments of Haizhu District to clarify the problems and causes of government function positioning in the "three old" transformation;Finally,according to the above analysis results,the countermeasures for correct positioning of government functions in the "three old" transformation in Haizhu District were put forward.Through the research and analysis,it can be concluded that there are some major problems in the function orientation of Haizhu District Government in the process of "three old" transformation,such as the lack of public products and services,the inaccuracy of government interest orientation and the lag of government function transformation.Through the analysis of the specific causes of the problems in the function orientation of the government,it can be found that the main reasons for the inaccuracy in thefunction orientation of the government lie in the two sides and the lack of the government The rule of law,the supervision system and social participation are not enough.In the face of the difficulties faced by the government's function positioning in the "three old" transformation of Haizhu District,it is suggested that the government should maintain the relationship between society and market and strengthen the government's service function as the main basis for the government's function positioning.On this basis,the government's social,economic and service functions should be strengthened at the same time.
