The performance evaluation of procuratorial organs is a normative system for people's procuratorates at higher levels to guide,manage and evaluate those at lower levels.It is not only the necessary requirement of the organizational and administrative management of procuratorial organs and the requisite of the operation of procuratorial power,but also a powerful gripper for the development of procuratoriates' work toward the goal which is set by the higher procuratorates.In practice,it plays a positive role in promoting the development of procuratorial work,but it still has many shortages.In this paper,it takes the performance evaluation carried out by provincial procuratorial organs to lower procuratorial organs as the research subject,establishes research ideas,as well as uses research methods such as literature research,comparative analysis,case analysis and survey research.This paper studied domestic and foreign research literature about the performance evaluation of procuratorial organs,and defines the concept of it at the theoretical level.It also reviews the development process of the provincial procuratorate's performance evaluation for lower-level procuratorates,and by taking Z Province as the specific case,it combs and analyses the development course of the performance evaluation of the procuratorate of Z Province on its subordinates.Through the horizontal comparison of the provincial procuratorates' performance evaluation model for their subordinateprocuratorates,and the vertical comparison of the procuratorate of Z Province' performance evaluation for its subordinates,the advantages and disadvantages of the current procuratorial organs that assess lower-level organs with performance evaluation are analyzed.It would point out the common problems,including lack of a clear understanding of the positioning of the performance evaluation,the excessive administration of appraisal methods and unreasonable appraisal indicators.There are also problems such as the “one size fits all” evaluation method causing a lack of fairness,the pursuit of macro concepts causing the ignorance of specific applicability,the attention paid to the completion of indexes contributing to ignoring adverse negative effects,the lacking of overall view of internal balance game,and limited incentive effect due to single means of reward and punishment.Hence,the paper analyses the three main factors that influence and restrict the implementation and application of results of performance evaluation of the procuratorate of Z Province,which are target dynamics and evaluation stability,stage of development and ability difference,superior assessment and self and social appraisal.Combined with new requirements of new era and the actual situation of Z Province,the paper introduces “procuratorial products” “three reforms” “four major procuratorial patterns” for the optimization of evaluation idea,uses the theory of hierarchical management and benchmarking,and proposes to optimize evaluation model hierarchically from appraisal subject,object and method,to optimize evaluation dimension with breakthrough points including setting benchmark at different levels and managing differentiation targets.It as well suggests to establish comprehensive business dual-index system to optimize evaluation indexes.With policy suggestions such as dynamic adjustment and the application of optimization results of resource allocation,this paper has certain research significance both from the theoretical and practical level.
