As the government's emphasis on civil servants' trainings is gradually improving,how to use effective ways to improve the effect of civil servants' training becomes more and more important.Strengthen the training of civil servants can help human resources of public department increase in value.but trainings may not work very well.So what the government concerned is how to obtain greater benefits with less investment.We need to evaluate training effect scientifically and analysis the factors that affect the training effect scientifically and completely.Therefore,the important things for training effect contain assessment methods,means and other factors.Because the influence factors of training effect may be different for different departments,and the principal and secondary impact may be different.So it requires the research of influence factors are quantitatively so as to seize the main factors and gain greater effects with minimum cost.This paper mainly focus on the empirical research of factors that affecting the training effect of grass-roots civil servants.For example,we use methods like literature review,questionnaire survey and data analysis to do research for grass-roots civil servants in wuhu jiujiang district.First of all we analyze and summarize relevant concepts and literature research results and theories like training theory,transformation theory and so on.Besides,we also summarize the training evaluation model and the training effect model.Based on reading a lot of previous literature,we made questionnaires refer to related scale which is corrected according to the actual modification.We analyzed the research data in which three factors including individual factors,organizational factors and training system are represented.By the results of data analysis,we found that all of the three factors have significant influence on training effect.Among them training system factors are the main factors,followed by organizational factors,and finally for personal reasons.And all the factors and the sub-factors influence each other in both direct and indirect way.In the end,according to the analysis effort,we make the following suggestions.First,improve trainees' learning motivation and self-efficiency.Second,build the atmosphere of training transformation.Third,Complete the design of training program.Fourth,create training content and methods and strengthen teaching staff construction.Fifth,complete training assessment effect system.
