Research On The Innovation And Diffusion Of Social Organization Policy Tools Of Local Government

The improvement of macro political environment promotes the adjustment and optimization of social organization policy tools of local governments.Local governments choose social organization policy tools on the basis of interest demands and specific situations.Under the influence of the attri butes of policy tools,how do local governments carry out independent innovation on social organization policy tools? What about the proliferation of different types of policy tools?Starting from the overall perspective of the evolution of policy tools,b ased on the goals and actions of policy tools,this paper divides them into mandatory type,market type,guidance type and information type,and constructs an analytical framework for the development of social organizations by local governments.Based on the urban nature,regional location,economic development level,past experience and theoretical improvement potential,four cities were selected as the research objects,and the internal correlation between the types of policy tools and behavioral innovation was depicted through the case analysis in time dimension.Through the multi-case comparison of spatial dimensions,the formation mechanism of the diffusion of different types of policy tools is revealed.The research finds that: in terms of time,the tool innovation of local governments favors the policy tools with strong government leading ability,conducts guided innovation with incubation and cultivation as the core,and insists on the principle of wide access and strict control to innovate the coerci ve tools.Spatially,different types of policy tools have different diffusion mechanisms.The central system compulsion mechanism drives the social organization compulsion type tool content renewal;The horizontal communication mechanism between government s makes the imitation of guiding tools of local governments present a ladder state from easy to difficult and from low to high.The mechanism of social norms promotes the optimization and upgrading of market-oriented and information-oriented tools.This study provides theoretical reference for local governments to promote the healthy and orderly development of social organizations,and has the following policy implications :(1)adhere to value-oriented social organization policy tool innovation;(2)gradually improve the relevant content of mandatory policy to ols for social organizations;(3)to further increase the use of market-oriented and guiding policy tools;(4)realize the deep integration of information tools and social organizations;(5)strengthen inter-governmental communication and interaction of social organization policy tools.
