In order to provide better public education services and improve the quality of education,governments at all levels in China strongly encourage the development of service-oriented education models,including the reform of secondary vocational schools from public to private,which effectively increases the diversity and selectivity of education supply methods,and enhances the vitality of competition in the field of vocational education.Among them,yongjia county government introduced PPP model,namely public-private partnership model,which made yongjia secondary vocational school and yongjia secondary vocational school transfer from public to private.The government and social subjects established a community relationship of "benefit sharing,risk sharing and whole-process cooperation".Learning private secondary vocational education at home and abroad is presented in this paper,on the basis of research results,reform the present yongjia turn public secondary school run by the local people present situation has carried on the comprehensive summary,and through the way of interview and questionnaire survey,analyzed the frontline participants,investment companies,unit of choose and employ persons to yongjia secondary vocational school graduates public private reform some views.According to the survey results,this paper summarizes the problems existing in the reform of secondary vocational schools in yongjia county,such as low recognition of the reform,insufficient implementation of school-running policies,unstable teachers,teaching quality to be improved,and delayed follow-up of supervision and evaluation work by public opinion.Second,the upper and lower policy is not unified;Third,the teacher incentive mechanism is not in place;Fourth,the governance mechanism is relatively backward;Fifth,the regulatory system is not perfect.Finally,the paper puts forward the optimization methods and strategies of yongjia county government to actively create a good development environment,fully implement the policies issued by the central government and provinces and cities,strengthen the construction and management of teachers,improve the quality of education and teaching,and further improve the supervision system in the process of promoting the reform of secondary vocational schools from public to private.This paper discusses the practice mode of the transformation from public to private secondary vocational schools in yongjia county,with a view to providing decision-making reference and practical enlightenment for deepening the transformation from public to private secondary vocational schools in yongjia county,and providing theoretical basis for governments at all levels to further promote the transformation from public to private secondary vocational schools.
