Political Participation Issue Of Industrial Park Resettlement Community

The park generally refers to the development area that is based on the urban planning of the project location,is dominated by a certain advantageous industry,and is appropriately concentrated to promote industrial upgrading and urbanization.The development of the park has enabled a large number of indigenous people to enter the city,which has accelerated the process of urbanization in China and has also generate the group of resettlement residents,which has caused serious social problems.Expanding political participation in resettlement communities is a powerful measure to solve this problem.In the process of embedding the development project of the park into the community,the transformation of the community structure is accelerated,and the development of the community is realized.The development of the community also change the ladder of the community political participation.Therefore,the development project of the park will inevitably have a theoretical impact on the political participation of the community.Judging from the development experience of urban and rural communities in China,urban communities are in the upper reaches of the political participation ladder and rural communities are in the lower reaches.The gradual transition from rural to urban resettlement communities will naturally exhibit unique political participation characteristics.Therefore,this paper selects ten resettlement communities,seven urban communities and three rural communities in Nanjing Development Zone.The characteristics of resettlement communities' political participation are analyzed by questionnaires.It can be found that the political participation of resettlement communities is indeed different from urban and rural communities.The political participation of the resettlement community shows deviations in behavior and consciousness.That is,although the resettlement community has a higher willingness to participate in politics,the participation of the community in political affairs is low.The behavior and consciousness is not matched.Secondly,the political participation of the resettlement community is only related to demolition.Regarding resettlement,it has no relationship with the type of development zone and the leading industry.The industry and job of residents do not affect the results of community political participation.Third,the internal organization of the community is insufficiently developed,and there are problems of small scale and small scope of influence.Finally,resettlement community residents are more to recognize participation in non-institutional forms.Compared with urban communities and rural communities,the number of people who choose to participate in the community is the least.More residents think that they have no channels to influence the government's decision-making.On the other hand,the number of people who choosing non-institutional participation in the resettlement community is relatively high.The number of people who choosing to seek news media help and online posting is relatively small,and the political participation of resettlement communities shows more extremes.In order to explain the characteristics of political participation in the resettlement community,this paper adopts the grounded theory which using text analysis and constructs an interpretation framework for the political participation of the resettlement community.Through in-depth interviews with fifty one resident in the community,This paper establishes the theoretical framework of the environment,system,culture,cognition and interests as the main line..The logic is that the project has brought about changes in the environment,institution and culture.The rural mobilization participation in culture,institution and environment has disintegrated.The elites in the resettlement community have left the community,so that the common interests of the community and the channels for self-management participation have not yet formed.In the current stage,the resettlement community residents put more emphasis on the adaptation process of urbanization,so they did not take positive actions and indirectly affected the characteristics of political participation.The park development project directly affects the political participation of the resettlement community in both cognition and interest.The past experience of political participation has made the political participation of the resettlement community less effective,which leading to less trust in the grassroots government and less participation behavior.However,the access to the real benefits of the government has attracted residents,resulting in the status quo of the political participation of the resettlement community.Finally,this thesis focuses on the characteristics and formation reasons of the current political participation of the resettlement community.The government should pay attention to the cultivation of grassroots governance resources.The community neighborhood committee should absorb the elites of the residents.The community organizations should pay attention to the three points of thinking to improve the residents' participation awareness and participation level.Specific measures to expand the political participation path of resettlement communities,such as power poverty,the decentralization of neighborhood committees,and the construction of autonomous organizations.
