Research On The Problems And Countermeasures Of The Implementation Of The Local Government's Poverty Alleviation Policy

Eliminating people's poverty,improving people's lives,and gradually achieving common prosperity are the essential requirements of socialism.Since the party's 18 th National Congress,the Party Central Committee with General Secretary Xi Jinping has always attached great importance to the implementation of poverty alleviation policies.By the end of 2018,the absolute number of poor people in the country had reached a new low,and the incidence of poverty fell to 1.7%.At present,China's fight against poverty has entered the most difficult deep-water zone.By the end of 2020,the remaining more than 70 million poor people will all be lifted out of poverty.The time is very urgent and the task is very heavy.At the same time,issues such as the emphasis on blood transfusion,neglecting hematopoiesis,the unscientific use of poverty alleviation resources,and the lack of poverty alleviation of poverty-stricken people have also become prominent,leading to a series of problems that deviate from the implementation goals of poverty alleviation policies.Based on the full reference of the literature,this paper uses the theory of organization as the theoretical basis,using the literature research method,interview method and case analysis method to study the general situation of the Z district of Huizhou,the profile of the poor population,and the effectiveness of implementation.The following problems exist:First,the symbolic implementation problem is frequent,affecting the authority and seriousness of the policy;second,the selective implementation of the poverty alleviation policy fails to achieve the policy objectives completely and effectively:Third,there are countermeasures under the policy,and implementation is deviated.Policy objectives;Fourth,the level of overweight and apportionment tasks,resulting in policy distortions.The reasons are mainly reflected in the setting of the policy enforcement agency,the communication of information during the implementation process,the incentive mechanism of the executive body,and the motivation of the implementation target.By drawing on the experience of other county-level local governments that have achieved good results in China,this paper proposes the following countermeasures:First,optimize the implementation of poverty alleviation policy enforcement agencies,clearly define the power responsibility;Second,smooth the implementation of poverty alleviation policy information channels to prevent the implementation of poverty alleviation policies Out of control;the third is to improve the initiative of the implementationof poverty alleviation,and attach importance to the integration of interests of the executive body;the fourth is to stimulate the poverty-stricken population to escape poverty,scientifically and effectively cut off the vicious circle of poverty.This paper studies the implementation of poverty alleviation policies under the framework of public management theory knowledge,and has innovations in the research perspective.The research results can provide experience for other county-level local governments to implement poverty alleviation policies.
