Research On The Implementation Process Of Objective Management Responsibility System In The Grass-roots Government

Objective management responsibility system,as a common tool for management at the administrative level,is a process in which the superior units formulate the general policy and the provisions of assessment rewards and punishments,decompose the objectives from top to bottom,sign the responsibility books between the upper and lower levels,conduct the result assessment through the indicator system in the responsibility books,and finally realize the management of objectives.Township governments,as the most basic administrative organs of the country.Taking the environmental protection work of Z town as an example,this paper studies and discusses the implementation process of target-management responsibility system in the grass-roots government from a micro perspective by reading literature and analyzing cases,in an attempt to provide a reliable basis for better government governance and promote the progress of government governance in China.In the process of the implementation of the management by objectives responsibility system,the goals mainly come from the formulation of government departments and the participation of the public.Governments at all levels and related units from top to bottom clarify their own goals and tasks by holding meetings and other forms.The indicator system has the characteristics of coexistence of "hard indicators" and "soft indicators" and coexistence of quantitative indicators and non-quantitative indicators.In the process of target implementation,due to the "responsive-benefit" relationship between the superior and the subordinate,the township government needs to weigh the advantages and disadvantages between the superior leaders,the village cadres and the local public,and seek the legitimacy of its own role in the "gap".In the target assessment,the superior units generally take the meeting to convey documents to explain the assessment methods,procedures and assessment results.Environmental protection work also includes daily supervision and assessment.In the assessment,villages and towns face the conflict between goals,the conflict between financial resources and responsibility,the conflict between performance and relationship,and the conflict between individuals and organizations.In the face of these conflicts,the villages andtowns take the three ways of self-presentation,taking the lead and asking for help.After the assessment,the method of rewards and punishments shall be adopted to hold people accountable.The accountability system of management by objectives clarifies the subject of responsibility and enables government officials to accurately accomplish quantified targets within a certain period of time.It also achieves the effect of political pressure distribution.The reasons for the contradictions under the assessment accountability mechanism include four aspects.One is the lack of standardization and lack of legal foundation and system guarantee;the second is the single assessment body and the limited assessment methods;the third is the unscientific indicator system and assessment mechanism,which makes the assessment difficult Fourth,the reform of the administrative system is not in-depth,and the assessment and implementation are out of touch.In order to make the target management responsibility system play a better role,it is recommended to speed up the construction of the law and system of the target management responsibility system,encourage diversified assessments,establish a scientific indicator system and evaluation mechanism,and strengthen supervision to ensure the implementation of the target.On the prospect of the target management responsibility system,we can see that the target management responsibility system has the trend of rule of law,diversification and scientific.
