The deepening of the implementation of China's intellectual property strategy has led to the vigorous development of the intellectual property industry and related fields,and the demand for corresponding talents has also increased.However,due to the late start of the training of intellectual property talents in China,it is difficult for talents to meet the needs of social development in terms of quantity or quality.There are significant differences in the development of intellectual property talents in different regions.Proposing effective policy plans has become the focus of government attention at all levels.Existing scholars' research on the cultivation of intellectual property talents mostly focuses on the qualitative analysis of a single subject.The related research on intellectual talent cultivation from a quantitative perspective needs to be further expanded and supplemented.Therefore,this article focuses on the cultivation of intellectual property talents in various regions.Quantitative data analysis is used to explore the differences in influencing factors in different types of regions,combined with the differences in factors to summarize the current intellectual property talent training model in the region,and propose corresponding optimization policy plans.Based on the research of predecessors,this paper analyzes the government,industry,and colleges involved in the training of intellectual property talents through the triple helix theory and human capital theory,using the literature research method,econometric analysis method,and comparative research method.A regional intellectual property personnel training model has been constructed from three aspects: regional intellectual property personnel training guarantees,cultivation needs,and training capabilities.The number of intellectual property professional enrollment in 23 provinces in China from 2013 to 2017 was used to measure the status of regional intellectual property talent training.Grouping was conducted by natural breakpoint method,and the influencing factors of different types of regional intellectual property talent training were regressed by region to study various types of regional knowledge.Structural differences in influencing factors of property rights talent training.The research finds that: First,from the perspective of geographical distribution,the dense area ofintellectual property personnel training does not completely coincide with China's economically developed areas,but in general,intellectual property personnel training in economically developed areas is significantly stronger than in less developed areas.Second,the strength of the regional intellectual property full-time faculty,the number of colleges and universities that have been approved for this specialty,and the degree of regional intellectual property-related policies have improved the intellectual property talents' training in all regions.Third,there are some differences in the factors affecting the cultivation of intellectual property talents among the three sectors.Through a comparative analysis,the cultivation of intellectual property talents in high-ranking regions has formed a triple-helix cultivation structure,and the middle and lower two sectors are forming a triple-helix cultivation structure in.Combining research conclusions,in order to strengthen the training of different types of regional intellectual property talents,promote the improvement of the local multi-agent collaborative training mechanism,and develop targeted and phased improvement policy plans based on regional characteristics to provide support for the development of regional intellectual property talents,Provide protection for the development of the local intellectual property industry.
