Following educational reform in recent years has been reforming its education system in order to stay up-to-date and competitive within the global education scene.With these reforms came the emergence of the Chinese conception of Core Literacy.Chinese secondary education,while shifting focus to Core Literacy(????),still lacks regarding to the practical application of public participation among students.Core Literacy framework within the Ideological and Political course includes the cultivation of four key competencies that will develop students into the type of Chinese qualified citizens in which the government is asking for.Of the four competencies mentioned,putting an emphasis on public participation develops both a politically and socially aware individual able to practically apply what they have learned into everyday life.Public participation within society is important to the development of the country and the legitimacy of its government along with being beneficial to society and oneself overall.However,with the traditional didactic and rote teaching methods of China having a solid base along with other mechanisms of the education system being intertwined with one another,developing this type of awareness and practical application of public participation is difficult.In order to do such,more flexible and open classroom environments,along with forming a connection between the classroom and society,and more effective supplementary materials and activities need to be developed.Social Learning theory provides this essential type of learning model to cultivate public participation within the classroom environment and within society.The argument being presented in this thesis is that Chinese students have the awareness of public participation,however,they lack the societal context of it,as well as the practical application.
