Research On The Improvement Of Public Service Capacity Of The Water Resources Bureau In Langao County

Water resources refer to various undertakings and activities that control,regulate,develop,manage and protect water resources in nature in order to prevent and control flood and drought disasters and develop and utilize water resources.Water resources have strong public welfare,basic and strategic characteristics.The public service capacity of water resources departments is related to national security,economic security and ecological security.At present,the public service level of the county-level water resources department is lagging behind and the development speed is slow.The supply of water resources public goods can not meet the demand of the county-level water resources,and the imbalance between supply and demand is becoming increasingly prominent.How to improve the public service capacity of county-level water conservancy departments and fill the "short board" is particularly urgent,which is the focus and entry point of this study.By using the methods of literature study,case study and comparative study,this paper selects Langao County,a poverty-stricken county in China,which is familiar with and representative of the author,as an example to carry out investigation and research.Through field visits and access to relevant data,it focuses on prevention and control of water disasters,construction of water conservancy projects,improvement of water conservancy facilities and protection of water resources.This paper analyses the current situation of public service capacity of Langao County Water Resources Bureau from four aspects: source and water policy publicity.On the basis of previous research results,it deeply analyses the existing problems of public service capacity of Langao County Water Resources Bureau,which are embodied in the aspects of public administration service capacity,public security capacity and water direct service capacity.Finally,the paper explores the strategies to improve the public capacity of the county-level water sector from three aspects: enhancing the public administration service capacity of the water sector,enhancing the public security service capacity of the water sector,and optimizing the direct service capacity of the water sector,so as to improve the public service capacity of the Langao County Water Resources Bureau.It is hoped that this study can effectively solve the public service problems of Langao County Water Conservancy Bureau,enhance the public service capacity of water resources departments,and provide some reference for the public service capacity building of other county-level government departments.
