In China,as a place of pretrial detention,detention centers play an important role in the criminal procedure for it undertakes the tasks of detaining the criminals awaiting trials,executing the punishment of some short-term imprisoned criminals and ensuring the smooth progress of criminal proceedings.In recent years,there has been a high incidence of accidents in detention centers throughout the country and the Ministry of Public Security attaches great importance to the supervision on detention centers.Since February 2017,an inspection team composed of the leaders of the Ministry of Public Security and Department of Public Security has been dispatched to conduct two rounds of inspection of detention centers throughout the country,contributing to more stringent requirements of supervision on detainees.Detention Center Y is the only second-rank detention house in West Guangdong Province.From 2015 on,Detention Center Y has designed and implemented the Color Warning System,a system that can assess risks and send out different warnings according to the different levels of risks.However,with higher requirements of supervision work,the previous risk assessment method showed its shortcomings as not straight forward enough and not integrative.By constructing a risk assessment and warning system based on the risk matrix method,this research intends to enrich the research of supervision on detainees.This research explores to construct more safe and stable detention centers,via constructing a risk-warning,prevention and control system which can enhance integration and cooperation under dynamic circumstances and reduce the supervision risks and the number of accidents in detention centers.Furthermore,the paper wants to do more for the detention center administration cause,for more proper institution and refinement of related regulations,for a better detention center management system.
