Performance appraisal,which is at the core of personnel management,is crucial to the human resources management and capacity building of public institutions.Through the implementation of performance appraisal,we strive to scientifically and accurately assess the quantity,quality,and benefits of services provided by service units and society in the process of performing their functions and duties,and promptly feedback evaluation results to them to help them find existing problems and solve them.In order to promote the staff of public institutions to further improve service awareness,service level,enhance business quality and business capabilities,improve the overall service efficiency of public institutions,improve the satisfaction and recognition of the people,and promote the construction of a service-oriented government.On this basis,through analysis of the performance evaluation results of public institutions,the government can fully grasp the ability and level of public institutions to provide public services and understand the input and output of public institutions in public services,thereby further promoting the transformation of government functions.Therefore,perfecting and strengthening the performance appraisal of public institutions is a powerful starting point for advancing the reform of public institutions and strengthening the supervision and management of public institutions.The research in this paper seeks to clarify the main problems existing in the performance evaluation of the public institutions in Shiguai District by analyzing the current status of the performance evaluation in Shiguai District.First,the content of the evaluation is simple;second,the evaluation procedures are arbitrary;third,theevaluation methods are rough;It is to weaken the use of assessment results.Explain the reasons for the problems.First,the content of the performance appraisal of the public institution itself is difficult to formulate;second,the importance of the performance appraisal of the public institution is not well understood;third,the legal and institutional guarantees for the performance appraisal of the public institution are not perfect;fourth,the lack of performance assessment Effective supervision of the use of assessment results.To make constructive suggestions for improving the performance appraisal of public institutions,one is to scientifically set up an appraisal index system and improve the appraisal content;the second is to scientifically perfect the appraisal procedures for performance;the third is to scientifically perfect the appraisal methods for performance;and the fourth is to scientifically promote the application of enhanced appraisal results.
