Research On The Improvement Of Township Government’s Governance Ability

In the new stage of development,China is in the transition period with increasingly complicated internal environment and prominent contradictions,and the transition period between consolidating the achievements of poverty alleviation and implementing the rural revitalization strategy.Great changes have taken place in the rural economy,society and environment.Under this situation,solving the "new three rural issues" is a major event related to the building of a socialist modernization power and national rejuvenation.As a functional department that directly contacts farmers and concretely implements rural work,the township government’s governance ability plays a decisive role in solving the "new three rural issues".Studying how to improve the governance capacity of township government can not only broaden the research scope of government governance,but also broaden the research horizon and thinking of government governance,which provides theoretical basis and data reference for improving the governance capacity of township government,and is of great significance for improving the national governance level and promoting the goal of the second century.On the basis of extensive literature review,this paper sorts out the research results of government governance capacity at home and abroad from three dimensions:government governance capacity,government governance capacity evaluation and government governance model.Based on the new public service theory,service-oriented government theory,governance and good governance theory,this paper expounds the components of township government governance capacity,namely,public finance capacity,public service capacity,social governance capacity,organization building capacity and talent training capacity.According to the constituent elements,a questionnaire survey was designed,combining with the on-the-spot investigation,work practice and literature materials of the township government,the present situation and existing problems of the township government’s governance capacity were analyzed,and the restrictive factors for the improvement of the township government’s governance capacity were explored.Finally,the countermeasures for the improvement of the township government’s governance capacity were put forward,so as to promote the overall improvement of the township government’s governance capacity in China.There are five problems in the township government’s governance capacity,such as insufficient public finance,public service,social governance,low level of organization construction and backward construction of talent training system.Unclear governance concept,unclear functional orientation,low governance efficiency and imperfect working mechanism restrict the improvement of township government’s governance capacity.Based on this,this paper puts forward that we should improve the township government’s governance capacity from five aspects: public finance,public service,social governance,organization construction and talent training.
