Research On The Driving Logic Of The Standardization Of Administrative Approval Services

Since the 18 th National Congress of the Communist Party of China,the reform of streamlining administration and delegating power has been deepened.From the initial "decentralization" policy,to the proposal of "combination of decentralization and management",and to the implementation of the current "combination of decentralization and management and optimization of services",remarkable results have been achieved.Over the past ten years,the reform of streamlining administration and delegating powers with the reform of the administrative examination and approval system as the core has achieved remarkable results.The original reform objectives have been overfulfilled,the vitality of market entities has been released,social creativity has been stimulated,and the impetus for economic development has been cultivated.Under the new normal,it has played a positive role in promoting economic development to double,medium and high levels.However,the reform is not smooth.The reform of the administrative examination and approval system has made great achievements,but also exposed some potential problems that need to be further solved.At the same time,the capacity building and efficiency improvement of administrative approval services have also attracted more and more attention,such as data fusion,data analysis and goal realization in the context of the development of big data technology,the coordination of multi-level and multi-governance bodies in the division of responsibilities,problem handling and knowledge base construction,how to delegate power,improve the convenience of grass-roots services,and actively promote the transformation from passive assessment to active governance.To this end,the administrative examination and approval service has built an integrated government service platform.The purpose of building this platform is to integrate resources of all parties,strengthen cooperation,solve fragmentation,and break fragmentation management.These means are important manifestations of standardized governance.Standardization is also an important basis for further unifying the use of digital technology and promoting the digital transformation of urban management.Unify the administrative approval service,that is,establish a unified administrative approval system,unify the management concept in the implementation of the administrative approval mechanism,collect data,and achieve the best service efficiency.In the past few years,the provincial and local governments of Shandong Province have been promoting the reform of the administrative examination and approval system.Through the use of Nvivo 12 qualitative analysis software,this thesis makes an in-depth analysis of these changed policy documents,and summarizes the changes and development trends of the administrative approval system in Shandong Province since the 18 th National Congress.Based on the collection and collation of the policy text,and relying on the TOE model,this thesis summarizes the factors driving the reform of administrative approval standardization into three categories: technical factors,organizational factors and environmental factors,including the maturity of digital technology,the perfection of digital infrastructure,the joint support of central and local governments,the transformation direction of service-oriented government,the attention of local governments,and the richness of government financial resources There are 8aspects of public demand and economic development environment.On this basis,taking into account the research results as a reference and basis and on the question of improving the current reform of the administrative authorisation system,it proposes to improve the intelligent authorisation level,to carry out data standardisation,improve the level of construction of financial support standardisation and improve the reform policy system of administrative authorisation standardisation It is proposed to attach great importance to the demand for public services.We will integrate standardisation into the reform of the administrative audit and approval system,strengthen centralised leadership,establish a scientific and unified standardisation system and strengthen the monitoring,guidance and evaluation of reform measures by local governments.To improve government efficiency and further promote the modernisation of the national governance system and governance capacity.
