With the continuous development of economy and society and the transformation of social structure in China,the public's demand for public services is increasing,and more diverse requirements are put forward for the products and services provided by the government.In February 2004,Premier Wen Jiabao proposed to build a “service-oriented government” in his speech at the Party School of the CPC Central Committee.China began to change from a “management-oriented government” to a “service-oriented government”.With the construction of service-oriented government,administrative service centers,a new type of government service organization,have gradually been built and developed all over the country.Administrative Service Center of Dalian High-tech Industrial Zone was established in 2004.It is a "one-stop" service organization established by Dalian High-tech Industrial Zone to adapt to the reform of administrative examination and approval system and the transformation of government functions.It undertakes the examination and approval of business and public service matters in the zone.At the same time,Administrative Service Center of Dalian High-tech Industrial Zone has also carried out many positive explorations in deepening the reform of the administrative approval system and continuing to streamline administration and delegate power.This paper conducts the investigation on the satisfaction of Administrative Service Center of Dalian High-tech Industrial Zone from various angles through questionnaires and interviews combining the author's actual work and location.It puts forward countermeasures and suggestions from different groups,different levels to explore the factors that affect the satisfaction of Administrative Service Center of Dalian High-tech Industrial Zone to explore how to improve the service quality of the administrative service center.The study found that there are some prominent problems in Administrative Service Center of Dalian High-tech Industrial Zone,such as inadequate government propaganda,complexification of approval services and required materials,poor service quality involving multi-department coordination,and neglect of personal business in e-government construction.The main reasons for above problems are insufficient concerns on service optimization,unreasonable design of approval process,improper allocation of windows,unclear management functions of administrative service center and insufficient information construction.Based on the survey and interviews,and considering the actual situation of Administrative Service Center of Dalian High-tech Industrial Zone,this paper puts forward some countermeasures,such as adjusting the service mode according to the needs,integrating relevant business processes and windows,clarifying the functions and subordinate relationships of the administrative service center,and improving the online service functions.It can not only improve the service quality of the administrative service center and enhance the regional competitiveness of Dalian High-tech Industrial Zone,but also provide some reference for other districts and even other provinces and cities.
