Since the reform and opening up,China 's grassroots community governance capabilities and governance systems have continued to develop and progress,and grassroots community governance ideas and strategies have evolved with the times and national conditions.In the past ten years,China's urban community governance has achieved a series of achievements and accumulated a wealth of community governance experience.However,due to various complex factors,China's urban community governance process inevitably has some problems that need to be further improved.Community,as the most basic unit of grassroots governance,is the basic project of modern urban governance.Only by achieving good community governance can we continuously improve the cultural and moral qualities of residents and promote the harmonious stability and development of urban society.Although China's community governance has made great progress,there are still major problems in concrete practice.For example,there is a problem of poor communication in the interaction between the sub-district office,the government,and the community.There are problems with the establishment of community governance structures and rules and regulations.In the governance process,issues such as the emotions of various actors are ignored.Community governance is not only an economic,cultural,and social issue,but also a political issue for the country.How to achieve effective grass-roots governance is the focus of attention from all sectors of society and academia.In the process of governance,why does emotional governance mostly appear at the grassroots level,how to pay attention to and balance the emotional needs of all parties,how to achieve the governance of emotions,what results will be obtained in the process of using emotions,and what are the future basic governance.This is a question that this article wants to answer.Based on the theory of policy implementation and political psychology,this article selects the grass-roots community governance process of X community in Jilin Province in the northeast of the district as a case,and attempts to analyze the emotional governance in grass-roots community governance.Specifically,the article is divided into The following sections:The first part briefly introduces the concept definition and theoretical perspective of grass-roots community governance theory.Based on this,the relevant content is extracted as the theoretical basis for subsequent community surveys.At the same time,clarify the theoretical connotation of emotional governance,and deepen the understanding of emotional governance.From the logical dimension,internal mechanism and practical dimension of history and reality,it analyzes the emotional behaviors that support the legitimacy of the regime in emotional governance and the emotional participation behaviors from the perspective of political resistance.The second part introduces the investigation of the community from the aspects of geographical location,economic status,and various subjects of community governance.It also analyzes the governance behavior and role positioning of the governance subjects,analyzes the emotional governance model and its results reflected in the governance at the grassroots level.This behavior is explored.This part mainly adopts interviews and other methods to go deep into the community residents committee to obtain informative information on grassroots community governance.The third part analyzes the innovations and problems of the community in the governance process.It mainly analyzes the relationship between the residents' committee and other power subjects and the relationship with residents.The governance role in the governance process is unclear,governance power conflicts,governance emotions exist in the real name boundary,etc.,and the analysis leads to problems.Specific reasons.The fourth part first summarizes the impact of the community's use of emotional governance,and then proposes solutions and suggestions for solving specific problems in governance,such as innovating governance concepts,ensuring role positioning,and improving participation in governance.
