Rules And Emotions:the Dual Logic Of Community Governance And Its Coupling

With the rapid development of industrialization and urbanization,the acquaintance community with stability,homogeneity and regionality gradually transforms into a fluid and defamiliarized community,resulting in the internal relationship structure of the community has also changed.Neighborhood committee staff face flow uninhibited and highly dispersed individuals how to engage in effective governance and to achieve its goal of governance,has become the core of the current problems faced by the community governance.This paper takes the "garbage sorting activity" being carried out by Meihua Community as a case in the suburbs of Shanghai,and adopts in-depth interview,participation observation,literature and other methods to analyze the governance mode and internal governance logic of Meihua community.In the specific implementation of the early mobilization and garbage classification of the community,emotional governance is still the main way for residents of the neighborhood committee to mobilize residents.However,in the face of highly unfamiliar suburban community of population groups,emotional governance increasingly faced with the dilemma of governance and the effectiveness of risk management.Therefore,the trend leads to the way of community governance from emotional to rules,and the concepts,methods and processes of governance are highly programmed and institutionalized.Through the exploration of the classification behavior of Meihua community waste,we find that the governance forms and governance logic of the suburban communities have undergone significant changes.On the whole,the governance of the Meihua community has changed from emotional to regular;but from the internal governance structure,the micro-community construction between the middle level of governance and the bottom mass is still following the logic of emotion.It is only this kind of governance paradigm that transcends the traditional emotional governance category that relies on private emotions to coordinate public affairs,and shows the public characteristics of individual emotions.Therefore,we found that the governance structure of the community achieve its own remodeling,while community governance logic transformation,but the logic of governance suburban communities also showed a couple of emotional characteristics and rules.
