An Analysis Of The Structure And Function Of The Inner Party Inspection System

Since the Eighteenth Party Congress,the Party Central Committee with Comrade Xi Jinping as the core attaches great importance to the inspection work.Inspection tour can not only strengthen the construction of the party's style and integrity,advance the fight against corruption,and improve the party's ability and level of governance,but also go deep into the masses,find and solve the problems that the masses care about most,truly think what the people think,rush the people's rush,practically practice the concept of governance for the people,better adhere to the people as the master.It can also strengthen the party's ability of anti-corruption and risk resistance,purify the party's political ecology,and provide strong support and guarantee for the overall strict governance of the party and the realization of the Chinese dream.At the fourth Plenary Session of the 19 th Central Commission for Discipline Inspection,Xi Jinping pointed out that since the Eighteenth great years,we had explored a successful road to solve the problems of our party and got out of the historical cycle law in a long term.This path was to build an effective system of power supervision and discipline enforcement.But if we want to show the advantages of this right supervision system,we need to keep pace with the times,constantly consolidate and develop ourselves,so as to effectively transform the advantages of inspection system into governance efficiency.Based on the perspective of structure and function,this paper analyzes and studies the inner-party inspection system.The inspection system is mainly composed of inspection laws and regulations,organizations,operation procedures and supervision contents.The development and maturity of inspection system is to meet the requirements of comprehensively strict party governance and comprehensively deepening reform.It plays a very important role in reflecting the actual social needs,balancing the differentiation of integration interests,warning public officials and enhancing the credibility of the government.Using structural functionalism to inspect the inspection system,we can see that the current inspection system has made great achievements in personnel recruitment,inspection methods,interest integration,policy implementation,etc.,while the inspection system still has shortcomings,including the imperfect recruitment,training,reward and punishment mechanism of inspectors at the system level,the insufficient innovation of inspection methods;the imperfect interestexpression mechanism and interest comprehensive mechanism at the process level,the strength of policy implementation to be improved;the insufficient resources extracted at the policy level,and the distribution mechanism to be further improved.Therefore,we need to carry out it from three aspects to improve the inspection system,system level,process level and policy level,including further improving the role employment mechanism,innovating inspection communication methods;further improving the interest expression mechanism,improving the comprehensive interest mechanism,strengthening the implementation validity;further improving the inspection extraction resources,improving the inspection distribution mechanism,etc.At the same time,the system level,process level and policy level of the inspection system should be closely coordinated and kept in a dynamic balance.Only in this way can the inspection system realize the maximization of its function,and effectively transform the advantages of the inspection system into the governance effectiveness of comprehensively and strictly governing the party.
