Research On The Construction Of Interest Balance Mechanism In The Old Community Renovation Project In PPP Mode

Although the PPP mode(Public-Private-Partnership)can solve the problem of slow progress in the old community renovation project due to limited financial resources and lack of professional experience of the government,the PPP model will also bring new problem while solve the problem,such as the large differences in the interests of various stakeholders will inevitably lead to conflicts of interest.Therefore,it is necessary to carry out research on the construction of the interest balance mechanism in the old community renovation project,so that all stakeholders can realize their own interests in the transformation project.In this paper,the interest balance among various stakeholders in the old community renovation project under the PPP model is the focus of research.Based on the analysis of the characteristics and stakeholders of the old community renovation project under the PPP model,the balance of interests formed by the government,the private sector and the community owners is clarified and then in-depth study from two aspects of theory and practical application.Firstly,from the perspective of practical application,the application of the existing interest balance mechanism in the old community renovation project under PPP mode is analyzed:through the case analysis method,the paper analyzes the contradiction between the government,the community owner and the private sector and the application status of the existing interest balance measures in the selected typical cases,and further analyzes the problems and deficiencies of the existing interest balance mechanism.Secondly,based on the theory of new public management,evolutionary game,system dynamics,etc.,the behavioral influence mechanism of government,community owners and privatesector in the old community renovation project under PPP mode is studied:According to the analysis of the behaviors and influencing factors of various stakeholders,the theoretical research hypothesis is put forward for stakeholders' behavior and influencing factors,and the evolutionary game model between the three parties is constructed as the influence mechanism model of stakeholders behavior.The SD model is established to simulates the mechanism model of stakeholder behavior to verify the correctness of the research hypothesis,and provides theoretical support for the establishment of the interest balance mechanism based on the simulation results.Finally,combining the theoretical and practical research results clarifies the necessity of establishing a systematic interest balance mechanism,and based on the mechanism design theory,the three-party interest balance mechanism with the goal of stabilizing the interests of all parties and the rigid and flexible contract complementary constraints and the owner participation system as the core is designed.The balance of interests among various stakeholders is the key to maintaining stable cooperation in the transformation project.The construction of the interest balance mechanism of the participants in the old commubity renovation project under the PPP mode can mobilize the enthusiasm of all stakeholders to participate in the transformation project,promote the optimization of resource allocation,promote the application of the PPP model in the renovation of old communities,and maintain the relative stability of the PPP model in practice.
