Research On The Interaction Of Stakeholders In The Process Of Urban Community Autonomy

With the development of society and economy,community has become the basic unit of social governance and the cornerstone of the modernization of national governance.Therefore,to improve the ability of community governance is of great significance to alleviate social contradictions,deepen social governance and promote the overall development of society.This paper mainly uses the methods of literature,participation observation and depth interview,and takes the interaction process of residents' committee property service company,owners and owners' committee in D community as a clue to analyze the causes of community conflicts,the purpose and action mechanism of different stakeholders participating in community governance,and the reasons for the final formation of autonomy pattern in D community.In the process of owner autonomy,as the representative of community residents,the residents' committee is in the dilemma of whether it is an autonomous group or an administrative organization,which leads to the lack of its supervision function.In order to maximize their own interests,property service companies constantly encroach on the interests of owners.In the interaction of residents' committee,property service company and owners' committee,owners' committee is always in a weak position,which makes it in an awkward situation.Although there are differences between the residents committee and the property service company in the goal of community governance,it is easy to form collusion between them for their own interests.As a result,the owners have to take a series of actions to safeguard their rights,play games with the property service company and the residents' committee,and move towards autonomy.On the one hand,the autonomy of D community strengthens the internal supervision and management of the community,guarantees the interests of the owners,widens the ways for the owners to participate in the grass-roots community governance,on the other hand,fundamentally changes the community governance mode.In view of community autonomy,this paper puts forward three suggestions:First,improve relevant laws and regulations.Clear the legal status of the owners' committee,improve the rights of the owners' committee in the society,and safeguard the legitimate rights and interests of the community owners.Second,strengthen community supervision and guidance.By purchasing services,the residents' committee transfers part of its administrative work to the owners' committee,restores the function of supervision and guidance of the residents' committee,and strengthens the relationship between the residents' committee and the community residents.Third,strengthen the construction of community autonomous management team.Strengthen the guidance of community specialization,introduce professional institutions to assist management,and improve the community management system.Through the above measures,it is conducive to improve the ability of community self-management,promote the development of community self-government,and form a new pattern of multiple governance,including macro-guidance and supervision by the government,internal supervision by the owners' committee,suggestions from professional organizations,and owners self-management.
