The Study On The Mass Organizations' Participation In Social Governance In The Basic-level Districts In Tongshan,Xuzhou

After the founding of the People's Republic of China,especially after the reform and opening up,the economic and social constructions in China has entered a period of acceleration.While in contract,social construction is lagging behind,which is particularly obvious in social governance in basic-level districts.Simultaneously,after we had entered a new period of socialism,social construction should fully define the people's livelihood attribute of improving and developing people's lives,and embody the principle of people-oriented.Mass organizations play an important role in the governance system of our country,mass organizations in the period of acceleration should be fully functional and effective in social governance in basic-level districts and ought to contact the people,serve them,and unite them in a better way.This essay focuses on achieving a goal of effective participation of mass organizations in social governance and comprehensively uses literature analyses,survey researches,and empirical analyses.Practical approaches to participating in social governance and dilemma faced is combined by the researches and analyses of the overall situation in mass organizations' Participation in social governance in the basic-level districts in Tongshan.Then the causes of the problem are deep dived.Considering the reality,countermeasures and suggestions that can effectively promote the mass organizations' participation in social governance in Tongshan are proposed.The study shows that there are several difficulties in the mass organizations' participation in social governance in the basic-level districts Tongshan,including low cohesion and attractiveness of the mass organizations,over-reliance on parent organization when carrying out activities,inadequate public functions,insufficient organizational coverage and the failure to establish effective synergy between organizations etc.The causes of the problems mainly include imperfect cadre building mechanism of the mass organizations,difficulties in attracting effective financial resources,lack of self-reform of the mass organizations and insufficient provision of effective services etc.In order to better promote the mass organizations' participation in social governance,on the basis of having made full use of existing research results,countermeasures of improving in the cadre team building mechanism,strengthening the integration of funds and resources,deepening the transformation of own functions and innovating working methods are proposed.
