The Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China pointed out that "building a new mechanism of regional coordinated development,forming a regional economic layout with obvious main functions,complementary advantages and high-quality development",which is a new requirement for regional development in China.In the face of the new situation of regional coordinated development in China,in order to promote the construction of a modern police operation mechanism in line with the requirements of the new era,to adapt to the national governance system and governance capacity,and to adapt to the new situation,new tasks and new requirements,the public security organs urgently need to innovate and deepen the regional police cooperation in line with it,integrate regional police resources to form a joint effort,and increase the precision of fighting crime In order to maintain social security and stability,we should build a social security prevention and control system,constantly improve the modernization of regional security governance capacity,strive to achieve the goals of strong command and decision-making,full information sharing,high integration of resources,overall joint service linkage,fast and efficient operation.One belt,one road,the international cooperation summit,the Asian civilization dialogue conference,the twenty GG summit,the world horticultural exposition,the nineteen party,China's victory in the war of resistance,the 70 week parade and the 70 th anniversary National Day commemorative activities,and other important international conferences and major events are increasing.All kinds of special security and stability maintenance tasks interweave and overlap to ensure the safety and smooth progress of major activities,which puts forward higher requirements for the security work of public security organs.More and more close cooperation is needed across regions,departments and police types.How to make the public security organs at all levels and professional police types form a whole of "efficient command,convenient service and precisecooperation" and study major security It is necessary to improve the efficiency of regional police cooperation.The capital has undertaken over half of the major activities in China,and the major activities undertaken are of high specification,wide influence and wide attention.The capital 7+7+X police cooperation has a strong character,advanced nature and universality in the major activities security in our country.We choose it as an example to study the effectiveness of regional police cooperation in major events.This paper mainly includes five parts.The first part is the basic concept and theory.Combined with the theoretical practice and practical experience,this paper expounds the two key concepts of major activities security and regional police cooperation,and briefly analyzes the integrated governance theory,coordination theory and other basic theories.The second part is the current situation of regional police cooperation in the security of major events.Based on the development process,cooperation mechanism,cooperation advantages and cooperation guarantee of the "7 + 7 + X" police cooperation in the capital,it briefly describes the current situation of regional police cooperation in the security of major events.The third part is the efficiency goal of regional police cooperation in the security of major events.Through the analysis and demonstration of the specific practice and efficiency of the "7 + 7 + X" police cooperation in the capital,the five efficiency goals of regional police cooperation in the security of major events,namely,high efficiency,low consumption,fairness,safety and serving the people,are extended and expanded.The fourth part is the real challenge of improving the efficiency of regional police cooperation in the security of major events.Based on the analysis of the practical difficulties of improving the efficiency of regional police cooperation in "7 + 7 + X" in the security of major events,it summarizes and extracts three major problems of improving the efficiency of regional police cooperation in the security of major events: mismatching of institutional functions;unclear legal authorization;lack of cooperation guarantee In place.The fifth part is the way to improve the efficiency ofregional police cooperation in the security of major events.The countermeasures are given according to the existing problems: strengthen the top-level design,build the organizational leadership system;speed up the mechanism construction,focus on improving the level of policing practice;inject data vitality,improve the level of science and technology information;improve the supporting security system;adhere to the leadership of the party,promote the practice with the party building.
