This article attaches great importance to the study on the fundamental issues in relation to investigation cooperation in order to enrich and develop the basic theory of criminal investigation, and to instruct the practice of regional investigation cooperation. It is composed by three parts that provide you with more information.Part I: We will make a brief introduction to the basic issues of investigation cooperation. It concerns four sections. Thirdly, the author affords the functions of investigation cooperation involving the effective perfection of ability to beat crime, saving investigation cost, strengthening the relations between investigation subjects to solve the problem of deficient forces, better maintaining social stabilization and protecting human rights. Finally, it discusses the bases on which the investigation cooperation is set up, which are the philosophical base including the systematism and the theory of universal relation, lawful base including lawful theories and specifications, and real-world base involving the rapid increase of multiregional crimes, features of current crime as well as the present condition of management system.Part II: We list the history and present conditions of regional investigation cooperation in our country, which consists of three sections. Firstly, the author takes a systematic study on the history of investigation cooperation in China from three stages, which are ancient, modern times and one after the establishment of the New China. Secondly, the paper discusses the present condition of regional cooperation in investigation in our country from the prospective of cooperative regions in investigation, investigation cooperation and cooperative hunt. It's important, moreover, to study the condition of lawful system based on the present lawful specifications. At last, it points out the various questions mainly including regional protectionism, self-centeredness, attaching no importance to investigation cooperation, the principle of absolutely free cooperation in investigation, bad cooperative mechanism in investigation, imprecise obligation specification in cooperation and unscientific assessment system.Part III: The author advances three ideas on setting up regional cooperative investigation system, as far as the police entities are concerned. So we have to safeguard the independent role of cooperative subjects, to norm the Chinese communist party's leadership in investigation organ. After that, the author elaborate how to innovate cooperative mode of investigation by taking advantage of the platform of criminal informatization, looking for the ways of investigation cooperation and constructing a pattern of big criminal investigation serving for cracking cases. To author, to build up the pattern, the relative institution must clarify the duty of police of different kinds and strengthen the cooperation of investigation organ. Second, intensify the criminal basic business and erect a structure predominated by information. The police's basic work is the crucial basis of solving cases, and information is the key to take the investigation in control, so it must be good done to collect, analyze and study information. Third, form an all-directional, multi-layered and wide-ranging opening pattern in regional investigation cooperation though three methods: i. deepen the understanding of cooperation involving abandoning local protectionism and sell-centeredness and so on, and enhance the level of investor and to strengthen the material safeguard. ii. perfect the content of investigation cooperation, and specify the investigation procedure and so on. iii. better the assessment system of investigation cooperation and clarify the right and obligation, which is the important basement of investigation cooperation.
