The five years since the 18th National Congress of the People's Republic of China is an extraordinary five-year period in the development of the party and the country.Facing the external environment of weak global economic recovery,frequent local conflicts and turbulence,and intensified global problems,facing the series of profound changes in China's economic development that have entered the new normal,it is necessary for the grassroots civil servants who directly provide public services to continuously improve.The level of its own quality,keep pace with the development of the times,to adapt to new government functions and professional requirements.In recent years,the Central and State Council successively promulgated the "Outline for the Reform of Cadre Education and Training 2010-2020" and the "Regulations on the Education and Training of Cadres",proposing to reform and innovate the education and training of civil servants,and basically set up innovations in basic civil servant training concepts,new management methods,and operations.The mechanism regulates an efficient,dynamic,and effective civil service training system with Chinese characteristics.In recent years,various localities and departments have strengthened the requirements for effective training of civil servants in accordance with the capacity building of the civil servants proposed by the Central Government,and promoted the reform of civil servants' education and training.Civil servant training in some localities has broken through the scope of traditional basic skills training based on knowledge and skills,began to pay attention to the civil servants in-depth personal capacity training,received a certain effect.However,on the whole,there are still problems in the training of basic civil servants in China to varying degrees in terms of training content,methods,applicability,and inadequate training.Compared to improving political literacy and awareness among civil servants at the grass-roots level,the current government departments are more in need of professionals who are professional in knowledge and skills,have a clear view of themselves,and are self-aware and enthusiasm-conscious grass-roots civil servants.Therefore,they use competency theory in a competency perspective.Under the current status of the training of civil servants at the grass-roots level,it can be well-adapted for analysis and research,thus summing up practical improvement measures.This article uses literature research methods,survey questionnaires,etc.,and at the same time takes the training of grassroots civil servants in Loudi City,Hunan Province as an example,combines the current status of training,uses the Competency Iceberg Model,designs relevant questionnaires,and analyzes traditional grassroots civil servant training through the collected data.The problems that existed in the analysis and the analysis of the problems revealed that the main causes of the problems were the lack of competition in the training institutions' market,the lack of specific training content,the lack of applicability of the teaching staff,and the lack of support for training funds,which in turn affected the grass-roots civil servants.The unit's enthusiasm for training of civil servants and the importance attached to the implementation of assessments after training,and then based on the perspective of competency,proposed countermeasures for the current training of civil servants at the grassroots level,including training model construction,training system construction,and training mechanism guarantees.It is beneficial to improve the post competency of government personnel,promote the development of units and individuals,constantly adapt to new situations,new tasks,and new requirements,and provide constructive suggestions for the training and development of basic civil servants' capabilities.It has certain reference value.
