In 1978,the Soviet Union and Vietnam signed the "Soviet-Vietnamese Treaty of Friendship and Cooperation," establishing alliances.After the disintegration of the Soviet Union,Russia-Vietnam relations were no longer bound by ideology,and national interests became the main consideration of bilateral relations.Russia's "one-sided" foreign policy in the early post-Cold War period has caused relations between the two countries to experience a short period of low tide.Russia realizes that following the West completely will not only lose its status as a great power,but will also damage its strategic interests.As a result,Russia has also begun to adjust its foreign strategy,and adjustments to Vietnam's policies have also begun,gradually resuming high-level dialogue,economic and trade exchanges,military and energy cooperation between the two countries.Generally speaking,Russia has adopted a friendly policy towards Vietnam after the Cold War: deepen bilateral mutual trust politically,actively expand trade between the two sides in economy and trade,continue to strengthen military cooperation,and continue to deepen energy cooperation.In the 21 st century,Russia's economy is rejuvenating,and domestic politics has also seen unprecedented stability.The improvement of overall national strength provides a guarantee for Russia to adjust its foreign strategy.During this period,Russia began to actively explore,adjust its foreign strategy,and return to the Indian Ocean and the Asia-Pacific region.Gradually established a policy of returning Vietnam as a fulcrum country in Southeast Asia.By actively conducting political,economic,trade,military,and energy cooperation with Vietnam,the two countries will strengthen their relations and achieve their goals for Vietnam's policies.Taking Vietnam as a policy to return to the fulcrum of Southeast Asia serves the implementation of the overall strategy and helps Russia develop a comprehensive foreign policy.In the foreseeable future,it is unlikely that the relationship between Russia and the West will actually improve.Russia-Vietnam relations will continue to develop in a good direction.Russia will not give up its influence on Vietnam,a country that has grown rapidly in recent years.Continue to develop policies for friendly cooperation with Vietnam.
