Research On The Construction Of Rural Grassroots Party Organizations In The Context Of Rural Revitalization

The party's grass-roots organizations are the organizational basis of the party's governance.They are responsible for the direct education,management,supervision,publicity,cohesion and service of the party members and the masses.At any time and under any circumstances,it is very important to do a good job in the construction of the party's grass-roots organizations.In 2017,the report of the 19 th National Congress of the Communist Party of China put forward the strategy of Rural Revitalization.Rural Revitalization Strategy is an upgraded version of new rural construction,which puts forward new requirements for new rural construction.In the context of rural revitalization,strengthening the construction of rural grass-roots party organizations and improving the leadership of grass-roots party organizations are the fundamental strength to promote "industrial prosperity",the powerful guarantee to form "ecological livable",the core measure to promote "rural civilization",the important magic weapon to achieve "effective governance",and the key to achieve "life prosperity".Therefore,it is of great practical significance to strengthen the research on the construction of rural grass-roots party organizations in the context of Rural Revitalization Strategy and improve the construction level of rural grass-roots party organizations,so as to better play the role of rural grass-roots party organizations and promote rural revitalization.This paper selects caijiayan village in Shuangshi Town,Banqiao Village in Guanshan Town and liujiaba village in laimou town of Rongxian County as sample villages for investigation,using literature analysis,case study,field survey,questionnaire survey and interview survey,on the basis of interpreting the relevant concepts of Rural Revitalization and rural grass-roots party organizations,and adhering to the guidance of Marxist Theory of Party building,to fight for Rural Revitalization In this paper,the main methods,achievements,existing problems and causes of the construction of rural grass-roots party organizations are studied,and the corresponding countermeasures and suggestions are put forward.Based on the actual investigation of the sample villages,it is found that the main methods and effects of the construction of rural grass-roots party organizations in the context of Rural Revitalization are: consolidating the foundation,strengthening the ideals and beliefsof Rural Revitalization;developing the economy,winning the support of the masses for Rural Revitalization;propagating the culture,creating a culture of Rural Revitalization;building talents,improving the ability of leading rural revitalization;managing the ecology,creating a beautiful countryside Revitalize the environment.The main problems are: the political construction of Rural Revitalization under the leadership of rural grass-roots party organizations is still weak;the demonstration role of rural grass-roots party organizations to lead rural revitalization is not enough;the ability of rural grass-roots party organizations to lead rural revitalization and innovation needs to be strengthened;the relevant system of rural grass-roots party organizations to lead rural revitalization is still weak Unsound;the utilization level of rural vitalization informatization under the leadership of rural grass-roots Party organizations is low.The main reasons are as follows: the construction of grassroots cadres lags behind and deviates from the requirements of Rural Revitalization;the protection of Party members' rights is not in place and the enthusiasm to participate in Rural Revitalization is poor;the lack of education and training of Party members fails to keep up with the needs of Rural Revitalization;the construction of relevant systems is still slow,and the supervision and restraint mechanism is not perfect;the configuration of informatization is relatively imperfect and the development of rural informatization is slow.Under the background of rural revitalization,the construction of rural grass-roots party organizations needs to be strengthened: strengthen the construction of political functions of grass-roots party groups,improve the ability of Rural Revitalization political work;strengthen the ideological and political education of Party members,strengthen the demonstration role of Rural Revitalization of Party members;constantly optimize the structure of rural Party members,stimulate the innovation power of Rural Revitalization work;We will improve and implement the incentive mechanism for party organizations and give more impetus to rural revitalization;We will establish and improve information facilities in rural areas and enhance their ability to use information for rural revitalization.
