Interest Barriers Of Police Information Sharing:The Representation,mechanism And Solution

Police information sharing is a prerequisite for in-depth development and utilization.Through the effective sharing of police information,reasonable allocation of police resources can be achieved.In recent years,with the comprehensive advancement of public security reforms,the degree of informatization of public security organs has continued to improve,and Chinese police model is undergoing a transition to “predicted policing” and “smart policing”,with the aim of creating a more suitable national governance system and governance capabilities modern public security organs.The effective sharing of police information is the key to achieving this goal.Only when the police information is shared can it play its maximum role and effectiveness,serve the public security business and actual combat to the greatest extent,and serve national governance.However,for various reasons,especially the core element of interest barriers,police information sharing is facing great obstacles.In the process of sharing police information,problems such as “refusing sharing,having trouble sharing,and poor sharing” have appeared.It is extremely unfavorable for the public security organs in the new era to fulfill their duties and build a safely China.Therefore,this article focuses on discussing the specific representations of the barriers to interests in the process of police information sharing and their internal mechanism of action.Through the above-mentioned efforts,the author tries to put forward a set of solving schemes for the interests of factors,in order to provide a useful reference for promoting the practice of police information sharing in China.This article is mainly divided into four parts: The first part is the research overview.Including the background and significance of the research,the definition of the core concepts,the research ideas and methods,the difficulties?innovations?feasibility of the research,and the overall framework;The second part is the literature review and research design.First of all,it summarizes the research achievements related to information sharing and interest theory at domestic and abroad,and then clarifies that the theoretical basis of this study is Marxist interest theory,and points out the current research deficiencies and the direction of the next research.Afterwards,the design of the research plan was introduced,the source and composition of 25 public security front-line policemen were introduced as interview subjects,the research path for conducting three rounds of interviews was determined,and the main analysis methods of interview data were selected;The third part includes deconstructing the representation of interest barriers and explain the mechanism of interest barriers.First,combining the results of the literature survey and the three rounds of interviews with 25 front-line policemen of thepublic security,we sorted out 14 specific representations of the two categories of interest barriers in police information sharing.Secondly,using interview data as supporting evidence,in-depth explanation of the individual action mechanism and interaction mechanism of interest barriers;The fourth part is aimed at the representations and mechanism of interest barriers,combined with the existing measures,and targeted from the three major aspects,interest drive?interest coordination?interest protection,countermeasures and suggestions for solving interest barriers are put forward for public security organs,in order to enhance its role in actual combat and the modernization of the national governance system and governance capabilities of China.
