Government information sharing is one of the important parts in building e-government. The trust among government organizations is able to reduce the cost when they share information and cooperate as well as improve efficiency, and then government can bring us better service. Government organizations'distrust is an important factor which causes the failure of inter-organizational information sharing, moreover, the conflict of interest is also an important reason for organizations distrust. The lack of trust among government organizations the effective and timely use of information resources to make decision, and influences the standard of e-government public service. Today, the model of the information sharing among government organizations can be divided into the direct trust model and the third-party trust model. However the third-party trust model doesn't solve the problem of risk and conflict of interest during information sharing, and when the number of the sharing parties increases sharply, this kind of risk and conflict's management becomes extremely complex. In addition, it is also a defect of this model when building a trusted third-party. Direct trust model has good effect in practical applications, but the measure of the trust relationship is a problem.In this essay, it advances a direct trust model and a recommendation trust model for information sharing among government organizations in order to provide decision support for information sharing, it also give a measurement method to measure the ability. First, it proposed two models, the direct trust evaluation model to evaluate the satisfaction and trust degree during one sharing interaction, the direct trust and update model among loose-government organizations to solve the decision-making problems during the direct information sharing. Secondly, it puts forward a trust transfer model, in which the recommended trust transfer path and calculation model of recommendation trust are given to solve the decision-making problems for information sharing among loose-government organizations. Finally, it advances a information sharing ability measurement method which bases on the gray fuzzy theory, and then constructs a complete index system and measurement model that are used in the information sharing ability measurement among government departments, this model solves the problem of measuring ability of the information sharing among government organizations.In this essay, the method to measure trust is first used in the research on information sharing among government organizations. It proposes a trust model which is used in the government organizations. The model's setting is according to the information sharing influence factors and the feature of the government information. The effectiveness of this model has been verified by examples and simulation experiments. The model can provide decision-making basis for information sharing among government organizations. The measurement method to measure the ability of information sharing among government organizations has important reference value and significance to evaluate and improve the level of information sharing among government organizations.
