Science and technology are the primary productivity,which is of great significance to the intelligence work aiming at serving national security and aspiring to "listening,seeing,and advising." In the work of public security intelligence in our country,the innovation of intelligence science and technology mainly comes from the cooperation with enterprises,universities and scientific research units,which makes it driven by external forces,and it is urgent to seek active exploration.The United States values intelligence work so much that has set up the Intelligence Advanced Research Projects Activity(IARPA)to effectively use intelligence science and technology innovations to promote intelligence capabilities.There are many things to learn from.This paper uses the grounded theory combines with literature research,interdisciplinary research,and case studies to collect and process data.Through open coding for concept extraction,associative coding for main category extraction,selective coding for core category extraction and theoretical saturation test,etc.,to do pattern mining,and uses the theory of innovative ecosystem to explore its mechanism.This paper obtains the IARPA intelligence science and technology innovation model composed of 4core categories,including the external environment layer,the strategy layer,the support layer,and the execution layer.It consists of 15 main categories,55 sub-categories,and 173 concepts.It is summarized into the IARPA intelligence science and technology innovation ecosystem according to the characteristics of model.The external environment layer,as an environmental community,plays the role of nutrition,pressure and support of the external system;the strategic layer achieves strategic orientation by providing strategic direction,demand pulling and cultural catalysis;the support layer provides support for system implementation,it uses the institutional platform to provide a system implementation form,it masters project progress with project manager,allows collaborators participating in the project and balances classified and unclassified;the executive level achieves the role of the overall implementation and development of the system,it uses research programs to drive the system,it uses achievement transformation to realize system value,significance and goals,it uses project inheritance and tracking to achieve iterative upgrading of innovation capability,it promotes system expansion by propaganda and feedback.Furthermore,this paper puts forward that the experience of promoting its development is form completeness,operation precision and management sophistication.It also comes up with possible challenges from the perspectives of system construction and hierarchical requirements,consideration of the limitation of discretion,economic benefits and the results of technological transformation.In view of the development of public security intelligence science and technology in our country,this paper gives some suggestions: constructing the external environment of the public securityintelligence science and technology innovation ecosystem,clarifying the strategic positioning and digging work needs,cultivating innovation participants to integrate resources to support development,and building an intelligence science and technology innovation ecological chain through the link to promote the operation of the system.It puts forward proposals to build an intelligence science and technology innovation ecosystem for China's public security intelligence and assists the strategy of promoting police with science and technology.
