According to the data released by the national bureau of statistics,population aged 60 and over reached 253 million in China by the end of 2019,accounting for 18.1 percent of the country's total population.The aging of our population is developing rapidly.China began to implement the family planning policy in the 1970 s,followed by the stricter Only-child Policy in 1980,which continued until the end of 2015,making China with the largest number of Only-child.The first generation of Only-child Parents in China were born in the 1950 s,they have entered the stage of old age,what are the special difficulties and problems that Only child Parents have in the Old-age Provision? How capable are they of supporting themselves? What are their views on the sharing of state,family and personal responsibilities for the elderly? and so on,all need to study carefully.In order to better explore the ownership of the Old-age Provision responsibility in China's special environment and better provide China elderly care services.On the basis of a comprehensive literature review of the existing studies,this paper makes an in-depth analysis of the Old-age Provision responsibility of the parents between the Only-child Parents and Non-only Child Parents at the present stage in China,and points out the problems of the government,the family and the elderly individuals in the Old-age Provision responsibility.This paper also conducts a quantitative research,using the data of CGSS,through descriptive statistics and regression analysis,to carry out a quantitative comparative study on the Old-age Provision responsibility and its influencing factors,and obtains two conclusions.The first conclusion is that there are some commonalities between the Only-child and the Non-only Child parents.The first conclusion is that there are some commonalities between the Only-child and the Non-only-child parents.The older they get,the more they value government and their children's responsibilities.The healthier they are,the more they value their responsibilities.The less educated they are,the more they value government and child responsibility.They attach more importance to children's responsibility in the countryside than in the city.They all agree that there can be no single emphasis on the responsibility of the family,the government,or the elderly.The trend in retirement is to build on each other.The second conclusion is that there are also obvious differences between the Onlychild Parents and the Non-only Child Parents views on the Old-age Provision responsibility.The Old-age Provision responsibility view of the One-child Family is presented as follows: ‘the responsibility of children is dependent,the responsibility of the government is necessary to guarantee,and the responsibility of oneself is driven by the trend '.Only-child parents can only rely on the only child,but have to face up to the necessity and importance of their own Old-age Provision.Instead,the responsibility view of parents with Non-only Child is presented as: ‘the responsibility of children is apportionment,the responsibility of the government is the basic guarantee,and the responsibility of oneself is the icing on the cake'.Non-only-child parents have many children to provide a more stable Provision security,on this basis to play their own the Old-age Provision responsibility.Finally,it puts forward countermeasures and suggestions for the Old-age Provision of Only-child Families and Non-only Child Families.Above all.the government should play a leading role in the Old-age Provision.and should give full play to the responsibility of the overall management and organization coordination in the Old-age care,to attach importance in the development of the Old-age care undertakings of the Only-child Families and Non-only Child Families.moreover,government should adjust and improve the laws and regulations on the Old-age Provision,and give the Only-child family an appropriate Old-age care policy.It is necessary to adjust fiscal and tax policies appropriately to improve the pension fund security level of the elderly.furthermore,government should stimulate and prosper the Old-age service market to meet the needs of the elderly.also,should establish supervision and supervision over the old-age care work to protect the legitimate rights and interests of the elderly.One thing can't ignore that should pay attention to the implementation of the publicity of endowment culture,and create a social care atmosphere for the elderly.Furthermore,the family should play the basic responsibility in the Old-age Provision.It is important to support the children to assume the necessary responsibility of Old-age Provision,to ensure the basic care needs of the elderly.Families should encourage their children to return to the nest in a variety of ways to provide for the aged,to provide comfort for the aged and to attach importance to the cultural inheritance of filial piety for the aged.Last but not least,the elderly should enhance the main responsibility in the Old-age Provision.Meanwhile,the elderly should strengthen the main responsibility of Old-age Provision,enhance Self-care awareness and Self-care ability,to accumulate resources,and realize positive and healthy Self-care.
