Study On The Problems And Countermeasures Of Power Expansion Reform In MABA Town Of Huai'an City

The report of the Nineteenth National Congress of the Communist Party of China points out that the ultimate goal of the reform of government institutions and administrative systems is to "transform government functions,deepen simplification and decentralization,innovate supervision methods,enhance government credibility and executive power,and build a service-oriented government that people are satisfied with." In order to continuously build a people's satisfaction-oriented government,since 2010,China has implemented the administrative system reform of developed towns with the core of "strengthening towns and expanding power" as a pilot project in some economically developed towns.In recent years,provinces have continuously promoted the optimization of government power flow and decentralization,and achieved remarkable results.However,while "strengthening towns and expanding power" improves the status quo of unequal powers and responsibilities of township governments and the public service capacity of grass-roots governments,it also produces a series of problems,such as unbalanced power allocation,irregular power operation,uneven quality of township management team and contradiction of employing human body system,etc.The obstacles faced in the process are also serious.It has to be reflected on.Therefore,based on the theoretical analysis of "power expansion of strong towns",this paper takes MABA town as the research object,and analyzes the practice of administrative system reform of the town,especially the measures and existing problems of power expansion reform.In the specific elaboration,first of all,the administrative management system and the reform,the relevant concepts of the power to expand the town and the new public management theory are elaborated,which lays a theoretical foundation for the later analysis.Then,taking MABA town as the research object,this paper analyzes the specific practice,existing problems and causes of the power expansion reform of MABA town.Based on the combing of the experience of power expansion in the economically developed areas such as Guangdong and Jiangsu,this paper puts forward the model construction and implementation guarantee of the power expansion reform of MABA town.It is hoped that the research in this paper can be used for reference to improve the administrative management system reform and promote the construction of service-oriented government in MABA town.After research,this paper draws the following conclusions:First,MABA town should make clear the specific objectives of administrative system reform.That is to say,by optimizing the organizational structure and changing the functions of the government,the towns with strong economic characteristics will gradually develop into modern small cities,so as to realize the local characteristics of towns and form a regional spatial pattern with complementary advantages with surrounding large and medium-sized cities.Second,in order to achieve the above goals,Huai'an City and MABA town need to introduce corresponding systems and measures to ensure.First,we need to improve laws and regulations to provide legal protection.Corresponding laws and regulations can be formulated according to the local actual situation,and Huai'an Municipal government can formulate government regulations to provide specific legal support for strong urban reform in MABA town.Second,we need to strengthen system building and improve the basis for reform.In the process of development,we should actively promote system innovation,improve the relevant support system,ensure the institutionalization of decentralization,and provide necessary guarantee for reform in the system.Third,we need to straighten out multi-party relations and encourage multi participation.Therefore,MABA town needs to actively coordinate the relationship between all parties and optimize the internal and external environment of the pilot reform.Fourth,we need to transform the functions of the government and build a service-oriented government.Therefore,MABA town should promote the transformation of government services based on power,change the role of township cadres and managers,and promote the transformation from "management" to "service".
