In the new era,people are increasingly demanding for the level,quality and efficiency of government services.The motivation of civil servants is related to the realization of the personal value of the civil servants,and it is related to the construction and management of the entire civil servants team,and more to the construction of a service-oriented government.Improving the incentives of civil servants is in line with the development trend of the times and the expectations of the people from the government.This will help civil servants to improve their personal work enthusiasm,participation,and sense of responsibility.It will help to give full play to the civil servants' human and social values and help achieve them.Civil servants and the public sector have the same goals,which helps to improve the efficiency,service level and quality of the public sector.However,the existing researches have analyzed the problems of civil servants 'incentives in our country,but they lack solid,systematic and in-depth investigations,fail to accurately grasp the new problems of civil servants' incentives,and lack the use of new incentives.Moreover,many research results come from the private sector and corporate organizations.The measures proposed by these results are not applicable to the management of civil servants.For solving the problems of public sector incentives,they lack practicality and effectiveness,and it is difficult to guide the practice of improving civil servant incentives..On the basis of reading a lot of literature,this article selects the issue of incentives for civil servants in the Si Yang County Market Supervision and Administration Bureau as the research object,and uses related theories such as incentive theory,public management,and human resource management to summarize and analyze the current status of the unit's civil servant incentives.Analyze the problems existing in the process of construction and development,and objectively evaluate the unit's existing incentive measures,mechanisms and effectiveness.By studying the mature experience and methods of civil servant incentives at home and abroad,this paper analyzes what can be learned from improving the civil servant incentive issues of the Si Yang County Market Supervision and Administration Bureau,including the setting of civil servant assessment standards,salary systems,and promotion mechanisms.In the context of the implementation of the new civil service law,combined with the actual situation of the institutions,personnel,and management of the Si Yang County Market Supervision and Administration Bureau,it explored the comprehensive application of salary,promotion,assessment,and satisfaction of emotional needs from the material and spiritual levels to effectively improve Si Yang County Market Supervision and Administration Bureau's incentives for civil servants,earnestly strengthen the enthusiasm and responsibility of civil servants,and truly improve the efficiency and quality of government services.
