With the continuous enhancement of the comprehensive strength of the country,the management of various undertakings has also been upgraded to a new height,including the management of public security organs.As a national institution,public security organs gradually introduce performance appraisal tools in the follow-up management,and take performance appraisal as the reference basis for selection and promotion.As an important method to measure the performance of civil servants,performance appraisal can help the construction and management of civil servants more effectively.As the Department of maintaining basic public order,the performance evaluation of public security team directly reflects the performance of its service.In recent years,the public security organs have carried on the exploration in the implementation of performance appraisal.In particular,the performance evaluation of grass-roots police has become increasingly prominent,which has attracted great attention from the state and academia.However,its performance appraisal system needs to be improved.Therefore,through the performance appraisal of public security,the incentive mechanism of the organization can be strengthened,the enthusiasm of the police can be stimulated,and the enthusiasm of the police can be mobilized to the maximum extent,so as to carry out the public security work better.Therefore,it is an important and realistic problem to build a perfect performance appraisal system for grass-roots police.Because the objects of grass-roots public security are ordinary public groups,the quality of service is also widely discussed,let us see the key to basic public security performance appraisal.Therefore,in the research process,this paper selects x branch of Nanchang public security bureau as the case object,analyzes the current situation of grass-roots public security performance appraisal of X branch of Nanchang public security bureau by using the methods of literature and normative analysis,and finds out some shortcomings behind the existence.Due to the institutional defects in the performance appraisal system,the assessment standards are not clear and specific,the assessment methods are not scientific,the identification and use of the assessment results are lack of effectiveness,the depth of understanding of the assessment is not enough,the assessment subject is not perfect,the annual assessment is more important than the ordinary assessment.The existence of these problems makes the basic public security assessment of X branch of Nanchang public security bureau unable to objectively explain the real performance level of everyone.Therefore,for the above problems existing in the grass-roots public security performance appraisal system of X branch of Nanchang public security bureau,we need to carry out targeted improvement and optimization,mainly from the following points: the selection of assessment subjects is more comprehensive,the determination of assessment indicators should be reasonable.The assessment procedure should be scientifically demonstrated,open and fair.The assessment results should be applied to the actual rewards and punishments,reflecting the authority of the assessment.In addition to the optimization suggestions for the performance appraisal system of grass-roots public security,there is also a need to provide a certain guarantee mechanism.The implementation of double insurance ensures that the performance appraisal of grass-roots public security of X branch of Nanchang public security bureau is more comprehensive,scientific and persuasive,and also provides support for the construction and development of Nanchang public security team.
