In view of the large number and wide coverage of scientific and technological cadres,and performance evaluation as an important part of scientific and technological cadres training,the Party and the government have always attached great importance to it.In recent years,the Party and the government have repeatedly proposed to improve the evaluation of the educational performance of scientific and technological cadres,but no real substantive progress has been made.As a programmatic document,the Outline of the 2010-2020 Education and Training Reform Plan for Scientific and Technological Cadres issued by the Central Committee of the Communist Party of China in 2010 points out the direction for the reform of scientific and technological cadres' training.However,the specific operating rules have not been published yet,which shows the complexity and arduousness of the training reform.Under the current situation,Party committees and governments at all levels are urgently faced with a realistic and urgent problem,that is,every year a large number of manpower,money and material resources are used by the central government and local governments for the training of scientific and technological cadres at all levels,but we can not measure the ultimate effectiveness of the training,training performance evaluation ideas need to be further optimized,lack of systematicscience.Sex assessment tools.Human capital theory,public performance evaluation theory and training transformation theory all deeply discuss the necessity of developing performance evaluation of scientific and technological cadres training suited to China's national conditions.From the practical significance,training evaluation is also conducive to improving the quality of scientific and technological cadres training and improving the initiative and consciousness of students participating in scientific and technological cadres training.From the relevant questionnaire survey,it is found that there are five problems in the performance evaluation of the training of scientific and technological cadres in our country,such as the misplacement of evaluation concept,the single evaluation subject,the incomplete evaluation content,the imperfect evaluation index system and the ineffective application of evaluation results.The main reasons are the insufficient attention paid to the evaluation work,the lack of effective theoretical guidance,the lack of effective evaluation tools and the lack of effective evaluation tools.Lack of legal and institutional guarantees and the complexity of the assessment itself are five aspects.In view of the existing problems and reasons,through theoretical analysis and empirical research,this paper puts forward some relevant optimization ideas to improve the performance evaluation of scientific and technological cadres training,which are mainly carried out from three aspects: performance evaluation optimization based on the organizational level of scientific and technological cadres training,performance evaluation optimization based on the level of scientific and technological cadres training institutions,and performance evaluation based on the level of scientific and technological cadres training market.Effectiveness evaluation optimization.At the same time,through the systematic survey of the performance evaluation questionnaire,50 representative performance evaluation indicators are selected from 100 evaluation projects,so as to construct the final performance evaluation index system of scientific and technological cadre training.
