The original purpose of establishing the University Teacher Science and Research Evaluation System was for affirming teacher's academic achievements,and through appropriate incentives to reward those who gained,:which could benefit the selection of more professional and capable talents in their field.Followed,it could improve the competiveness of Science and Research in university;also,it could enhance the national science and research innovation capacity.However,the contemporary evaluation methods used national wide all count the number of papers,books,patents,research funds and research projects as the essential indicators in assessing processes.It emphasizes on quantitative more than qualitative in progress,and weight less on related professional reviews.That method contraries the objective of the evaluation principles,which is reasonable,fair and equitable.What is more,it misleads researchers to make profit-oriented academic fraud,caused academic waste,academic spirit weakened,and other undesirable phenomenon occurred.In 19th of November,2013,The Ministry of Education official website released?Suggestions on reinforcing the ref orm of Science and Research Evaluation System in Higher education?points out that the old evaluation method which has been used in higher education's science and research area is no longer suitable to match the developmental needs.After the promulgation of the policy on how to promote a scientifically reasonable and effective evaluation system for faculties in university became a trend advocating reform to meet this need.Hence,set Guangxi University as an example,to learn the regional characteristics on research universities in higher educator evaluation system is meaningful.The essay consists of five parts.The first part introduces the research background,the purposes,methods and meaning of this essay,also contains the references review.The second part of the essay is about theoretical study of evaluation system mentioned above.It presented the objective,the purpose,the content,the procedure and methods of the University Teacher Science and Research Evaluation System.The new outcome of the study emphasizes the impact on teacher development through science and research evaluation.The third part is about the domestic and international faculty's experiences in science and research evaluation.Based on it,four related points which are useful and worth to learn shown by summarization.Guangxi University as a regional representative of the characteristics of research universities,also the only one in the Guangxi Zhuang Autonomous Region "Project 211" national key university,its scientific management plays an important share in the daily management.Therefore,on the basis of current science and research evaluation situation in Guangxi University,to improve the mechanism of research evaluation system has a significant meaning in accelerating the construction of regional research specialties in Guangxi University.The forth part describes the related problems and experiences after the systematical investigation of the evaluation system in Guangxi University.The investigation ways includes a comprehensive analysis of the relevant policies and documents of the University,a first hand information obtained by interview the officer who takes in charge of science and research,and investigation from the scientific research department,as well as some in-depth interviews with representatives of teachers.Based on those comprehensive researching,the causes of the problems in the faculty science and research evaluation system of Guangxi University has been well explained.The last part summarizes relevant professional proposals to promote the perfection of faculty science and research evaluation system in Guangxi University.
