In a one-hundred year strategy of the nation,education is the most important basic.As the starting point and foundation of education,basic education is of great significance to the improvement of national quality and the realization of national rise.Under the background of building a harmonious socialist society and the balanced development of basic education,the balanced development of basic educationhas aroused great concern from all walks of life.With the continuous improvement of the level of economic and social development and the implementation of the policy of compulsory education,the conditions of school education and the quality of education have been improved in different degrees.However,because of economic,social,policy and other factors,the allocation of basic education resources in different regions and groups still show many problems.So,how to achieve the optimal allocation of basic education resources has become an important issue in the study of balanced development of education.At present,a short period of time to achieve a balanced allocation of basic education resources in the country is not yet ripe.Therefore,from the perspective of optimizing the allocation of resources in the region,put the basic education resources as a public product,it is feasible to study the allocation of basic education resources in Yan'an Baota district.To achieve the optimal allocation of basic educationalresources,First,we need to clarify the government's responsibility.As the main provider of public goods,the government should actively create conditions to provide adequate educational resources to meet the growing demand for Education.Then,to achieve the optimal allocation of educational resources,the government should establish co-ordinate the allocation of resources and give preferential policies to the weak schools to enhance their educational quality and development.Based on the theory of public goods,the equalization of basic public services,the theory of resource allocation and the theory of equity,by using the method of literature research,comparative analysis,on-the-spot investigation method,according to the logical sequence of "definition,theoretical analysis,discovery problem,cause analysis and countermeasure".This paper makes an investigation and Study on the related problems in the allocation of basic educational resources in Baota District,and puts forward some corresponding measures.In the "13th Five-Year" education development plan,the education of Baota District is facing great opportunities for its development,but there exist the following problemsrestrictsseriously the healthy development of the basic education.Such as “the current number of students intercollegiate disparities,education funding and facilities allocation is not reasonable,inter school teachers strength with a large difference”.After analyzing the reasons of education investment,education system and security system,the current personnel system and incentive mechanism,educational supervision,this paper puts forward the countermeasures to optimize the allocation of educational resources in the Baota district.From the aspects of the allocation principle,the policy efficiency of the allocation and the safeguard measures,I think it is necessary to strengthenthe responsibility of government,to co-ordinate the planning and layout,to reform the personnel system,to strengthen the education supervision and so on.To establisha perfect and effective mechanism to promote the balanceallocation of educational resources in Baota Distric,in order to achieve the goal of educational equity.
