The establishment of teachers in compulsory education is an important means of regulating the distribution of basic educational resources, and its balanced allocation has a direct impact on the balanced distribution of teachers' resources. The establishment of teachers in compulsory education is an important means of regulating the distribution of basic educational resources, and its balanced allocation has a direct impact on the balanced distribution of teachers' resources. At present, with the increasing demand for education and the contradiction between the establishment of total control policies, the balanced allocation of teachers in China is facing new challenges. The current standard of compilation is universal for the balanced allocation of general primary and secondary schools in China, but it is impossible to meet the actual needs of the rural remote areas with small shifts or the ethnic areas with special educational needs. Therefore,it is of great theoretical and practical significance to explore the scientific and standardized path of teachers' compilation and management, and to further promote the balanced allocation of teachers. In this paper, under the standard framework of compulsory education, the contradiction between the supply and demand of teachers' resources and the main reasons for the imbalance are analyzed through the comparison of the standard number and the actual demand,so as to further improve the path of the balanced allocation of resources for teachers. Therefore, taking the F city of Yanbian Korean Autonomous Prefecture as an example, based on the comprehensive survey data of 40 primary and secondary schools,we find out the main problems of the imbalance between urban and rural areas and the imbalance between the Han Dynasty and the Han Dynasty in the allocation and allocation of teachers in the compulsory education stage of F City, and take the national standard for 2014 and the standard of Jilin in 2004 as the policy basis. The contradiction between supply and demand of the standard compilation number and the actual demand of teachers is compared, and the main reasons leading to the imbalance are analyzed.Through the deep analysis of three aspects of compiling configuration standard, preparing management system mechanism and compiling additional supporting policies,we find out the specif ic reasons, draw on the advanced practice of other cities in China, and aim at the problem of imbalance, and put forward to adjust the standard of teachers'compilation, promote the compilation of dynamic management, the authority of examination and approval of the organization, and perfect the teachers. In order to further promote the balanced allocation of teachers at the stage of compulsory education,it provides a reference for the study of the balanced allocation of teachers in the compulsory education stage in ethnic areas.
